- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12113, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-58 and 59, dated May 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a multi-purpose laser scanner on a sole source basis from GE Healthcare Bio-Sciences Corp. Item/Description/ Quantity: 1) TYPHOON TRIO+, #63005589, qty-1, 2) IQTL 7.0 5LIC PROMO, #28998441, qty-1, 3) Typhoon Trio FullCare, 28988083, qty-1, 4) IQTL 7.0 and IQTL Security 8.0, #28938094, qty-1, and 5) Inside Delivery Level II, #29002822, qty-1. The Typhoon Trio with accompanying accessories is a unique, general-purpose, full-size gel and blot imager capable of microarray imaging up to 30 barcoded slides each in separate data files. This machine is essential when measuring virus concentrations using GFP expressing viruses and will serve multi purposes to various labs. The Typhoon Trio is a new machine which is required to work with the Fuji machine currently being used in the lab. Since GE has bought Fuji, and has greatly improved upon its capabilities, which the Typhoon will eventually replace all services by the current Fuji machine. GE Healthcare is now sole manufacturer and distributor of these products, and the features would be difficult to duplicate by other manufacturers. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) assembly and installation, 3) warranty, 4) price, and 5) delivery (30 days after receipt of order). Place of delivery Bethesda, Maryland 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and 'Net 30'. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation Commercial Items; FAR 52.212-3, Offeror Representation and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232.33, Payment by Electronic Funds Transfer-Center Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included with quote submission, which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
