- This request is an announcement for information/market research for planning purposes. This synopsis does not constitute a request for proposal, request for quote, or invitation for bid nor does its issuance, in any way, restrict the Government as to its ultimate acquisition approach. INTRODUCTION: Joint Test and Evaluation - Suffolk (JT&E-Suffolk) has an upgrade requirement for its main conference room (MCR) video teleconferencing (VTC) equipment. The new VTC systems (one for the MCR and one for the Data Analysis Center 2 [DAC2]) will include state-of-the-art, high quality resolution, diagonal display video screens with split-screen capability and two rear projectors capable of displaying multiple conference participants and other source input. The new MCR video screen will be appropriate to the size of the front wall of the front half of the MCR and will replace the two existing screens in that location. The MCR audio equipment will be upgraded to allow for personnel in all areas of the MCR to hear (via speakers) and be heard (via microphones) when the MCR is fully open (both the front half and back half combined) to support one large meeting. When the MCR is divided into two smaller spaces (front half and back half) to support two smaller meetings simultaneously, it will be possible to shut off audio (ceiling speakers and microphones) to the back half of the MCR and isolate audio to the front half. The MCR has a total floor area of 2,333 square feet, including the primary area and the small rooms, and can accommodate up to 184 people. A new VTC system will also be installed in the DAC2. SCOPE: The scope of this contract consists of installation of new VTC equipment and the related removal of existing VTC equipment services to be performed at the JT&E Program's government facility at JT&E-Suffolk, 7025 Harbour View Blvd., Suite 105, Suffolk, VA 23435-2762 in accordance with the terms and conditions specified by JT&E Program leadership. CURRENT INFRASTRUCTURE: Currently, the JT&E-Suffolk VTC infrastructure includes two 100-inch, 4:3 video screens in the MCR with the capability to display up to three remote participants on only one screen via an Integrated Services Digital Network (ISDN) or Internet Protocol (IP)-based network. The ISDN and IP-based network support one compression/decompression (CODEC) module VTC system for both unclassified and classified networks and have, for the ISDN configuration only, an A/B switch connection from non-secure to secure. The existing system is a rear projection type with a mirror and projector mounting hardware located behind the double screen wall. The system also includes two cameras, one on the front wall between the double screens and one on the side wall in the front half of the MCR. There are 11 ceiling microphones with speakers, as well as 5 external floor microphones that can be used to bypass the ceiling microphones, if required. The primary area of the MCR (not divided and not including the small rooms) now contains tables and seating for up to 86 people. The MCR VTC system is not currently capable of isolating audio to the front half when divided into two meeting spaces. The MCR does have two video inputs, one on the podium and one in the floor approximately 10 feet out from the center of the video screen wall. The audio-visual room contains two 15-inch liquid crystal display (LCD) touch panel monitors and four 3-inch cathode ray tube (CRT) monitors for viewing distant end, far end, side view, and front view cameras. The touch panel VTC controls microphone and speaker volume levels, the VHS and DVD recorder-players, camera positions, and file presentations from personal computers. UPGRADE REQUIREMENTS: JT&E-Suffolk requires that all installed capabilities support two new CODEC VTC systems (one for the MCR and one for DAC2) from one central location (the audio-visual room in the MCR). Both the MCR and DAC2 CODEC VTC systems will be ISDN and IP-based network capable, will have one main touch panel screen (Crestron) in the MCR audio-visual room and two portable touch panel screens for source selection, and will have muting and volume control. The ISDN connection must be wired and pinned out for A/B switch conversion from unclassified to classified connection to modems and cryptographic devices for both CODEC systems. New ceiling speakers and microphones will be installed in the MCR and include a wireless portable microphone for the podium. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Classification System (NAICS) Code for this requirement is 541512 and the small business size standard is $25.5 million.
