- THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. This contract modification action is being accomplished using other than competitive procedures because Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (FAR 6.302-1). The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division, Kansas Street, Natick, MA on behalf of the U.S. Army Natick Research, Development and Engineering Command, intends to award a sole source contract modification to NDIV Incorporated of 2 Shady LN North Attleboro, MA 02760-3432 for non-personal commercial IT services. NDIV was awarded the base contract competitively back in 2010. This proposed procurement is for commercial IT services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A determination by the Government not to compete this proposed contract based on responses to this notice is IAW FAR Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The following verbiage is taken directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102 and FAR 6.305(b). The proposed acquisition must be accomplished through other than full and open competition because The Defense Research & Engineering Network, DREN, is a new parallel network being stood up at Natick and requires support for Tier II and Tier III that will be supported in parallel with the Non-classified IP Router Network, NIPRNET. The technical analyst positions required must be supported by an IT Service contractor that supports these services on the NIPRNET and be able to provide previous expertise with NIPRNET Tier II and Tier III support. The IT Service contractor must also provide on-site technical management of these resources and these resources must be available NLT 1 August, 2012. NDIV meets all of these requirements to perform this task as they were originally awarded this competitive contract W911QY-10-F-0215 which included the two positions being added. Due to the lack of funding in FY11 the contract was de-scoped to remove the two FTEs. Even though the two FTEs were de-scoped from the requirement still existed. The funds for the two de-scoped FTEs is now available and the requirement still exists therefore a modification to the contract is required to bring the total of Tier II and Tier III support personnel back to the original contract requirement of 7 FTEs. Of the contractors proposals submitted in response to the GSA RFQ NDIV's proposal covered all technical aspects of the government's requirement; therefore they were selected for award. No other vendor can provide the specific solution to meet the government's requirement for supporting the DREN.
