Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to acquire on an other than full and open competitive basis, the reconfiguration and modification of an existing Government-owned off-the-shelf- Contractor Manpower Reporting Application (CRMA) in support of the U.S. Joint Staff. The requirement is for twelve months of services, anticipated to commence on 01 September 2012. This requirement is being processed on the basis of Other than Full and Open Competition, sole source to Booz Allen Hamilton under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Booz Allen Hamilton is considered the only responsible source capable of providing the required support and additional development for the Joint Staff, as this firm has been responsible for the development, deployment, and maintenance support of the tool which is currently used by the United States Army. Booz Allen Hamilton is the sole developer for the Contractor Manpower Reporting Application (CMRA) and has the prerequisite knowledge of the application programming to modify/enhance the CMRA tool to include the functionality required to meet the current Joint Staff mission to address emerging requirements evolving from these operations. All other sources may submit documentation for consideration regarding their ability to provide the required services, as well as financial and technical information. A determination made by the Government not to compete the proposed contract action based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded to NAVSUP FLC Norfolk Philadelphia Contracting Office, 700 Robbins Street, Building 2B, Philadelphia, PA 19111-5083, to the attention of Michael Ford, Code 290.2X. The placement of a cost-plus-fixed-fee completion type contract is contemplated. The applicable North American Industry Classification (NAICS) code and small business size standard are 541511 and $25.5M, respectively.
