Description
This is a pre-solicitation notice published in accordance with FAR 5.201 announcing a proposed contract action. The proposed contract action anticipated release date of the solicitation/request for proposal (RFP) is in accordance with FAR 5.203(a) at least 15 days of this posting. The Air Force intends to issue a negotiate a sole-source contract with The Boeing Company for engineering services for the A-10 Systems Program Office (SPO). The purpose of this effort is for the Contractor to provide an engineering case study to satisfy the A-10 System Program Office (SPO) mission requirements for support of the A-10 Wing Replacement Program (WRP). The current engineering and technical orders (TOs) for the Enhanced Wing Assembly (EWA), delivered by the Contractor, do not follow the corrected wire label and Reference Designation Indicator (RDI) configurations as outlined in the government furnished information (GFI). Air Force maintainers in the field as well as depot maintenance have learned the Air Force standard system of wire labeling and RDIs and can quickly determine the location and the system related to most technical problems. The current labeling configurations do not lend itself the same troubleshooting ability as the configurations in the updated spreadsheets and needs to be changed. The Contractor shall provide cost and schedule information that outline the various factors associated with executing this labeling effort. This case study shall include several deliverables that will assist the government in analyzing impacts of wire system design and production decisions on the long term sustainment of the wing and the A-10 aircraft. The period of performance is for 5 months. It is the intent of the Air Force to award a Firm-Fixed Price single award contract.
