NIHLM2012431-THIS SOURCES SOUGHT NOTICE WAS PREVIOUSLY POSTED AND HAS BEEN REVISED TO READ AS FOLLOWS. THE NAICS CODE HAS BEEN CHANGED FROM 541690 TO 923120. THE RESPONSE DATE HAS BEEN CHANGED FROM JULY 23, 2012, 12:00 PM EST TO JULY 27, 2012, 12:00 PM EST. This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. Background The National Library of Medicine (NLM) and the Office of Research on Women's Health (ORWH) as part of the National Institutes of Health (NIH) are partnering to increase the awareness and access to sex and gender differences research resources available from NIH and their 27 Institutes and Centers through the Women's Health Resources Portal (http://whr.nlm.nih.gov). This portal gives researchers and consumers access to a centralized location for the latest information about significant topics in women's health from scientific journals, peer-reviewed sources, NIH Institutes and Centers, and health news sources. The portal focuses on health topics and NIH Priorities for Women's Health to identify research initiatives and overarching themes. The Health Topics section is organized by disease or condition categories, and an A to Z index is available to provide users with an easy way to locate specific health topics. The NIH priorities for Women's Health section is created from the annual recommendations put forth by the NIH Coordinating Committee for Women's Health and Advisory Committee for Research on Women's Health. The topics for this section include lifespan, sex/gender determinants, health disparities/differences and diversity, and interdisciplinary research. NLM created specific user-friendly strategies for these topics to ease searching within ClincialTrials.gov and PubMed. The portal also uses the social media tools Twitter and Facebook to disseminate information and connect with the public for health and research news and awareness. This partnership complements the missions of both the NLM and the ORWH. The mission of the National Library of Medicine is to collect, organize, preserve, and to disseminate the world's biomedical information for the good of the public. In addition to traditional library activities related to reference services and collection development, the Library develops a wide variety of electronic resources to meet the needs of various constituencies. The Library also conducts outreach to these user communities to make them aware of the Library's resources and services and to develop their capacity to use them effectively. The Office of Research on Women's Health is the first Public Health Service office dedicated specifically to women's health to promote women's health and sex differences research within and beyond the NIH scientific community. The ORWH was established in September 1990 and reaffirmed by statute in congressional legislation by the NIH Revitalization Act of 1993. Congress assigned a far-reaching leadership role for ORWH by mandating that the ORWH director: • Advise the NIH Director and staff on matters relating to research on women's health • Strengthen and enhance research related to diseases, disorders, and conditions that affect women • Ensure that research conducted and supported by NIH adequately addresses issues regarding women's health • Ensure that women are appropriately represented in biomedical and bio-behavioral research studies supported by the NIH • Develop opportunities and support for recruitment, retention, reentry, and advancement of women in biomedical careers • Support research on women's health issues ORWH engaged the research community and public in a series of nationwide forums to develop their NIH Strategic Plan for Women's Health Research (http://orwh.od.nih.gov/strategic_plan.html). In support of the Women's Health Resources Portal and the ORWH Strategic Plan for Women's Health, NLM and ORWH are partnering to fund meritorious and innovative outreach dissemination projects for the consumer population. Project Objectives The purpose of the Women's Health Resources Dissemination Project is to design projects for creating and improving access to and use of sex and gender differences information for university and college students, faculty, librarians and health professionals. Emphasis is on providing information or access to health and medical information that is relevant and usable by the intended audience, and increasing the awareness and utilization of high-quality, professional-level online medical and public health information resource on sex and gender difference basic science, sex-specific studies, disparities, and inclusion research, including the NLM Women's Health Resources Portal (http://whr.nlm.nih.gov) that serves as an access point to all NIH sex and gender differences resources. The purpose is also to promote new and creative collaborations between university and college libraries, specifically medical and Health libraries, to students and faculty to increase the knowledge and awareness of sex and gender differences in research design and reporting. University and colleges libraries may also increase information access to existing partnerships with outside organizations that are primarily focused on health and medical research. Intended Audience The project intended audiences are: university and college students, faculty, librarians and health professionals in existing partnerships with university/college. Health professionals are defined as those individuals with formal education in biomedical and health fields or students currently enrolled in a biomedical or health program and are currently practicing or interning in research, medicine and health related fields such as public health, social work and behavioral health. The NLM seeks organizations with capabilities in the following areas: • Demonstrated evidence of a relationship with one or more university/college • Demonstrated organizational structure that supports relationships with one or more university/college • Demonstrated experience in working with the intended audience(s) • Demonstrated knowledge or experience with sex difference research or single sex studies • Demonstrated knowledge of or experience with the dissemination of web-based health information • Demonstrated experience of health communication skills including development of health communication training materials and programs tailored to the intended audience(s) • Demonstrated ability to administer evaluations using appropriate qualitative and quantitative methods • Demonstrated capability to integrate digital and or training tools into resource development based on the needs of the intended audience Project Requirements It is anticipated that all projects must include: Information Dissemination of NLM and NIH Resources: The NLM and NIH offer vast online resources in research, health and medical information. It is anticipated that all projects will be required to specifically address: 1. The promotion and use of the Women's Health Resources Portal (http://whr.nlm.nih.gov) in a way meaningful to your intended audience. 2. The promotion and use of the online and free training program "The Science of Sex and Gender in Human Health" (http://sexandgendercourse.od.nih.gov/index.aspx) in a meaningful way to your intended audience. 3. For projects that include activities that are disease or condition specific, such as cancer, the information resources that will be used from the corresponding NIH Institutes or Centers must be identified. (See the complete listing of NIH Institutes and Centers at: http://www.nih.gov/icd/). It is anticipated that all projects will be required to address and meet at least one of the following ORWH Strategic Goals as an overarching goal in proposed project tasks: 1. Increase Sex Differences Research in Basic Science Studies 2. Incorporate Findings of Sex/Gender Differences in the Design and Application of New Technologies, Medical Devices, and Therapeutic Drugs 3. Actualize Personalized Prevention, Diagnostics, and Therapeutics for Girls and Women 4. Create Strategic Alliances and Partnerships to Maximize the Domestic and Global Impact of Women's Health Research 5. Develop and Implement New Communication and Social Networking Technologies to Increase Understanding and Appreciation of Women's Health and Wellness Research 6. Employ Innovative Strategies to Build a Well-Trained, Diverse, and Vigorous Women's Health Research Workforce (Please refer to the NIH Strategic Plan for Women's Health Research (http://orwh.od.nih.gov/strategic_plan.html) for complete descriptions of the goals. Goals have specific objectives associated with them. You will have the option of choosing one overarching goal or addressing at least two objectives from different overarching goals. In addition, it is anticipated that projects will be required to include one or more of the following information access categories to be carried out: 1. Skills Development: Training to develop skills in accessing or using sex and gender research-related information including the use of online databases and general sex and gender research information resources in order to improve service and benefit the academic and health professional community. This may include training for staff and students of a university/college, development of training programs for students and faculty, training programs for other agencies, etc. 2. Resource Development: To support the university/college library in meeting the needs of their students and faculty or a sex and gender differences research organizations by developing specific educational or informational materials such as culturally or language specific materials, bibliographies, guides, training tool kits, tutorials, and or other products. 3. Information Retrieval: To improve access to electronic sex and gender differences research resources to a university/college library or their existing collaborative partnerships with outside agencies that are primarily focused on health and medical research to implement access to state-of-the-art sex and gender differences research-related information tools via the Internet or mobile devices. This may require the purchase of hardware (computer equipment), software, or contractual relationships necessary to obtain a connection to the Internet for the benefit of university/college library for the purpose of accessing and sharing sex and gender differences research-related information. 4. Document Access: Access to sex and gender differences research-related documents and other types of health information. This may include enhancement of university/college library collections, development of connections between university/college library and sex and gender differences research organizations to obtain use of their collections, to procure interlibrary loan services, digitalizing unique information to make accessible to the university/college community, etc. Evaluation of Projects after Completion NLM anticipates performing an overall evaluation of the effectiveness of each project funded under this requirement. The evaluation may take one or more of the following forms: a site visit by an NLM representative, written or verbal responses to NLM inquiries, a symposium held at NLM or other sites which will require presentations and discussions by the project directors, and others to be determined after project completion. SECTION 508 COMPLIANCE In accordance with FAR 39.2, Section 508 of the Rehabilitation Act is implemented in this order. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. Information about Section 508 provisions is available at http://www.hhs.gov/od. Anticipated Period of Performance It is anticipated the period of performance shall be twelve (12) months from the date of the award. An award is anticipated to be made around September 2012. NLM anticipates making multiple awards for this requirement. All awards made for this requirement will be subject to availability of funds. Other Important Considerations It is anticipated that the proposed acquisition will be procured in accordance with the policies and procedures under FAR 12-Acquisition of Commercial Items and FAR 15-Contracting by Negotiation. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Proposals (RFP), nor is an RFP available. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm eastern standard time on Friday, July 27, 2012 to Shari Shor, shorse@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
