- Amendment 001 (A001) Questions and Answers (Bold and Italic) Q.1. Please confirm that the government intended to specify estimated labor hours and rates in the SOW as this practice is generally consistent with a time and materials not a firm fixed price contract. A.1. The Government intends a fixed-price contract. The estimated labor hours and rate provided in Section B.1.1. of the RFQ demonstrate the Government's estimated budget for this requirement. Payments described in Section G.5 will be dispersed against the overall contract price to reflect contractor performance during the billing period. Q.2. Please confirm that the government expects in the case of an independent contractor, that the contract employee's usual place of business will be the government facility specified in the SOW and that no other facilities are required. A.2. The performance of the contract shall take place predominantly on-site at USTDA. Some portion of performance may also take place at other locations in the United States, such as the contractor's place of business, or at other locations designated by the COR, consistent with the statement of work. Offerors may assume that at least 75% the contractor's performance will take place at USTDA. Q.3. Please confirm that the contract employee will be expected to report to work at the specified government facility each business day, during normal business hours, for the duration of the contract in order to bill the total of 1920 hours and so the total estimated value of the effort ($52K). A.3. See the response to Item 2 above. Q.4. Please confirm that government will supply all necessary resources (space, furniture, supplies, IT and network connectivity) required to support the work of the independent contractor being conducted in the government spaces specified in the SOW. A.4. As set forth in Section G.7 of the RFQ, when the contractor works on-site at USTDA, USTDA shall provide necessary working facilities, such as office space, furniture, equipment, and materials as are reasonably necessary for contractor accomplishment of the work at no charge to the contractor. Please also refer to Sections H.7.3 and H.12 of the RFQ. Q.5. Please confirm that since the government appears to be requesting a full time, on site contract employee whose total compensation is approximately $52K that it believes the qualifications, level of work to be undertaken and the sophistication of the deliverables required by the SOW can reasonably be ascribed to the work done by the equivalent of a mid-grade GS-7 employee. A.5. The government is requesting quotations for an independent contractor to perform advisory and assistance services under the terms and conditions set forth in the RFQ. The level of contractor expertise [provided by the contractor] that is anticipated to be appropriate for fulfilling the terms and conditions in the RFQ is reflected in the payment level provided in Section B.1.1.
