Description
The U.S. Department of Commerce, NOAA/Air Resources Laboratory, plans to negotiate on a sole source basis with the University of Delaware College of Marine Studies precipitation chemistry station at Lewes, DE, to provide personnel, materials, and services necessary to monitor precipitation chemistry on a daily basis according to the methods specified by the AIRMoN Central Analytical Laboratory, in Champaign, IL. The University of Delaware College of Marine Studies precipitation chemistry station at Lewes, DE, became a part of the Multi-State Atmospheric Power Production Pollution Study (MAP3S) event precipitation chemistry monitoring network beginning in 1978. In 1991, the NOAA Air Resources Laboratory assumed control of the MAP3S network following the decision by the Department of Energy to suspend program funding. The University of Delaware station remains as one of the longest continuously monitoring sensitive ecosystem stations in the nation, providing key information concerning climate change, nutrient cycling, and changes to air quality. The government has continued sampling at the Lewes station to keep the continuity in using the growing database intact. In 1992, the Air Resources laboratory began funding the Atmospheric Integrated Monitoring Network (AIRMoN), a network designed to determine the effectiveness of the 1990 Clean Air Act Amendments in reducing deposition of various chemicals via atmospheric pathways and to address regional source-receptor issues. The wet deposition segment of the AIRMoN program is structured to answer many of the questions originally contemplated by MAP3S and mandated for NOAA to study as part of Title IX of Clean Air Act Amendments. The University of Delaware station at Lewes, DE is a critical member of the AIRMoN precipitation network. Work to be Performed: Continue monitoring precipitation chemistry on a daily basis according to the methods specified by the AIRMoN Central Analytical Laboratory in Champaign, Illinois. This effort requires the following: Maintenance of the Lewes, DE AIRMoN station located at the University of Delaware School of Marine Science & Policy in Lewes, DE, according to the NADP Site Selection and Installation Manual (99 pages). http://nadp.sws.uiuc.edu/lib/manuals/NADP_Site_Selection_and_Installation_Manual.pdf Operation of the Lewes, DE AIRMoN station according the AIRMoN-wet site operator's manual. http://www.isws.illinois.edu/pubdoc/MP/ISWSMP-184.pdf This includes: - Routine (at least weekly) maintenance of Aerochem Metrics precipitation chemistry collector and manual & electronic precipitation gauges - Collection of all precipitation samples on a daily basis, 365 days per year - Conductivity and pH analysis for all precipitation samples with greater than 50 ml volume - Packaging and shipping of samples according to NOAA AIRMoN protocols at least once per week The Contractor must demonstrate their ability to provide a skilled individual to perform the daily operations and data collection as cited in the above requirements. Contract must have access to the AIRMoN site which is located on the Unversity property. In addition, operators will be called upon to participate in AIRMoN program development efforts through telephone conference calls or formal meetings and to participate in special field studies and equipment testing programs. The AIRMoN site is located on University property 2 miles east of Lewes DE, latitude 38.7722 - Longitude 75.0992. The Lewes DE AIRMoN Station DE02 site information can be found at http://nadp.sws.uiuc.edu/sites/siteinfo/. In order to continue to generate useful data, the station must remain at the current location and must be managed by a competent operator who has unlimited access to the site. Moving the site would require at least one year of inter-comparison between the current site and the new site, followed by several months of data comparison and statistical comparison. A competent operator must follow all approved protocols and be able to meet routine maintenance and troubleshooting requirements. The University of Delaware School of Marine Science & Policy is the only organization capable of meeting all of the above requirements at this particular station. Market research was conducted utilizing GSA Advantage. An intensive review was conducted of several hundred contractors listed under Environmental Services, FSC Group, 899. Most of the contractors provided environmental consulting services related to environmental assessment and impact statements; environmental remediation; environmental and regulatory compliance and restoration; hazardous material management; soil and groundwater sampling and analysis. This posting is to determine if there are any Environmental Services contractors that can provide site operational services as required. The government knows of no other company except The University of Delaware that can provide the government's need. Firms, who believe they can provide these services that will meet all the requirements specified herein, must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within ten (10) calendar days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to The University of Delaware. The Eastern Region Acquisition Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
