- CLIN 0001 TOTAL CONTAINMENT EXPLOSIVE MAGAZINE P/N SV-80 CLIN 0002 RIGGING SERVICE The acquisition is for acquisition of three (3 each) Total Containment Explosive Magazine (TCEM) Model SV-80 ammunition storage lockers from NABCO, Inc., Canonsburg, PA. This locker provides for the safe storage of ammunition and explosives in accordance with the requirements of DoD 6055.09-STD, OPNAVINST 8020.14 and NAVSEA OP5. The Department of Defense (DOD) and Department of the Navy (DON) provide specific guidelines for the storage of ammunition and explosives (A&E) onboard Navy controlled property. Upper Blackjack compound located at Fort Hunter Liggett, CA (FHL) is Navy controlled property, and is the location where these items will be installed. Upper Blackjack compound is roughly 1000 feet long by 500 feet wide. It is populated with offices, berthing spaces, and other inhabited buildings almost 24 hours a day when the 31st SRG has operations in progress at FHL. To safely store ammunition within Navy property at Blackjack a low or zero ESQD arc storage facility is needed. As the Original Equipment Manufacturer (OEM), The NABCO Total Containment Explosive Magazines (TCEM) is the only locker that allows the storage of small arms ammunition with NO ESQD arc, which enables the TCEM ™s to be within feet of an office or berthing and which poses no hazard to the adjacent inhabited buildings. This model TCEM has already received an approval in writing by the Department of Defense Explosive Safety Board (DDESB) on March 23, 2009. The DDESB writes the DOD regulations on A&E storage including the DOD 6055.9 Std.
