- NASA Headquarters plans to issue a modification to extend the period of performance on the Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cambria Consulting for executive coaching services for the Agency Coaching Program. This modification will extend the period of performance for six (6) months. NASA intends to issue this modification on a noncompetitive basis to Cambria Consulting in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.301-1, 'Only one or a limited number of responsible sources and no other types of supplies or services will satisfy Agency requirements.' Cambria Consulting employs specific processes copyrighted by Cambria Consulting and its cadre of coaches to perform the necessary coaching services. Cambria Consulting is the incumbent on the existing contract and has the expertise and personnel necessary to continue the Agency leadership programs through the award of the follow-on contract. The follow-on contract is to be awarded as a competitive procurement and is currently posted on FedBizOpps under Solicitation Number NNH12360015R. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. local (EST) on July 27, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
