- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Johns Hopkins University (JHU), McKusick-Nathans Institute of Genetics Medicine, 733 North Broadway, BRB 547, Baltimore, Maryland 21205 to provide Rotations for Medical Genetics Trainees for the National Institute of Health (NIH), National Human Genome Research Institute (NHGRI). The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's largest medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Division of Intramural Research Branch (DIR) was established to serve as a hub where development of technology for the rapid isolation and analysis of disease genes will be carried out. The DIR's basic research laboratories and clinical branches develop and use the most advanced techniques to conduct research in medical genetics. Research includes identifying and understanding the molecular basis of human genetic disease and planning and carrying out clinical trials to test methods for the treatment. The McKusick-Nathans Institute of Genetic Medicine at the Johns Hopkins University partners with NIH to aid in training the next generation of outstanding geneticists and investigators who will advance the field. These organizations have chosen to jointly cooperate in the training of clinical fellows in Medical Genetics and Genomic Medicine. This continued joint collaboration will ensure that NIH trainees have exposure and access to specialty clinics, such as the Skeletal Dysplasia and Connective Tissue Disorder clinics, at JHU that they would not otherwise have. Contractor Requirements : The Contractor shall establish and adhere to time lines for: 1. Providing all the required experiences for board certification with each fellow. 2. Evaluating each fellow to insure they have a full understanding of the patients and disorders encountered. 3. Personnel qualifications are to be provided by the Contractor to the Project Officer for review and approval prior to the award of the contract. Government Responsibilities : 1. The Government will provide the contactor with a schedule listing the names and dates of each fellow who will be completing the rotation. 2. The Government will provide the contractor with a link to the online evaluation system. Reporting Requirements and Deliverables: The Contractor shall submit an Annual Progress Report to the Project Officer within 30 calendar days after the end of the contract. This report shall include the following information: 1. Number of fellows instructed in pediatric genetics; 2. Number of fellows recommended to repeat all or parts of the training sessions and why; and 3. A narrative explaining any problems that happened, when they occurred and how they were resolved. Industry Classification (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services with size standard in dollars $14.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-58 (May 18, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 23, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
