Description: The 409th Contracting Support Brigade, Theater Contracting Center- Unit 23156, APO, AE 09227-3156 has a requirement to purchase domestic (household) appliances on or about 15 Aug 2012 on a Full and Open Competition on a Lowest Price, Technically Acceptable basis. Interested Parties are invited to submit questions and comments via e-mail to the following address: richard.vandelinde.civ@mail.mil. Telephone requests or inquires will not be accepted. A solicitation will be posted to the Army Single Face to Industry (ASFI) and Federal Business Opportunities website (FedBizOps), on or about 15 Aug 2012. All parties who are interested in doing business with the Theater Contracting Center are invited to access, operate, send, and receive information from the ASFI website at https://acquisition.army.mil/ or from Fed Biz Ops at https://www.fbo.gov/. Appliance Purchase Quantities and Salient Requirements All appliances shall be of European voltage configuration (except as noted in specifications), technically approved for use within the EU market in accordance with the specifications provided herein. All Appliances shall have the CE mark and a declaration of conformity in order to be sold in the European Union. All appliances shall have passed one or more VDE, TUEV, CSA, UL or UL-GS or BEAB certifications, and the appropriate mark should be visible on its data plate as proof of having passed a test at one of these institutes. Offerors shall submit a copy of the following items with their offer. Failure to submit sufficient information on all seven (7) items shall result in a Technically Unacceptable rating: 1.Detailed technical literature. The literature shall display all relevant data and features required in this specification and questionnaires. 2.Energy efficiency documentation. 3.CE Declaration of Conformity. 4.Either one of the following certificates VDE or TUEV, UL, CSA, BEAB. 5.ISO 9001:2000 certificate. 6.Applicable commercial warranty copy for the item offered. 7.Any required data and features not displayed shall be commented in writing by the offeror in an unambiguous way with regard to their existence or non-existence. If the offered model is not a readily available commercial product, or is a commercial product proposed to be modified to meet the specifications stated herein, or has not been previously supplied to nor inspected by the Government for determination whether the product meets the requirement as stated herein, then the contractor shall, on request by the Government, deliver a sample product prior to the mass production. In such case, the contractor hereby proposes to provide the sample product within 60 calendar days after award of contract to the delivery address given below. The Government will examine the sample to ensure that the specifications offered are met and, if affirmative, will accept the sample in writing. It is the responsibility of the contractor to provide an equal substitute in cases of previous models being discontinued or modified to a point that they no longer meet the specifications provided herein. The contractor shall provide three (3) each user's instruction manuals in the English language and three (3) each repair manuals in the English and German language within four (4) weeks after award. Additionally, one of each set shall be submitted electronically by email, to the addresses specified in the award. The repair manual shall comprise parts lists with spare parts numbers, drawings exploded view drawings, and a trouble shooting guide. Offeror shall submit repair manual with the proposal in hard copy and CD free of charge for the Government. The name of the manufacturer and the model number must be imprinted on all manuals, and it shall be the same name and number as entered by the contractor under "MAKE AND MODEL OFFERED". REMARK: The required information will be accepted as an imprint, a label or a stamp. The repair manuals are for government purposes only for the intent of maintaining and repairing the machines. The maintenance and repair of these machines may be contracted out and the repair manuals may be provided to such a contractor for the same purpose of maintaining and repairing the government owned machines. The contractor shall provide a copy of the standard commercial warranty with each item covered by such a warranty at no additional cost to the Government. The offeror shall provide with the proposal at least one source for spare parts procurement for the item(s) offered. The following information about this source shall be provided: Name of Company, Address, Contact person, Telephone number, Fax Number and Email address. Delivery shall be F.O.B.
