- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. **SOLICTATION MODIFICATION 01: Uploading the correct file for attachment d.Appendix A-CDRLs. Please disregard attachment d.AppA-CDRLs.pdf (pdf). It is a duplicate of attachment c.ClausesandConditions.pdf. The requirement is for full and open competition after exclusion of sources, Small Business Set Aside and the associated NAICS code is 541611 Administrative Management and General Management Consulting Services and the size standard is $14.0 Million. Only proposals submitted by qualified small business concerns will be accepted by the Government. Any proposal submitted by a contractor that is not a small business concern will not be considered for award. Description: The primary efforts under this contract will be management and training support for the Directorate of Contingency Operations, Field Force Engineering Branch, G37. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 1:00 p.m. Eastern Daylight Time (EDT), Friday, 10 August 2012. All questions regarding combined synopsis/solicitation W912HQ-12-R-0005 must be received in writing at the mailing address or e-mail address listed below no later than 1:00 pm EDT on Tuesday, 31 July 2012 in order to allow the Government time to review and respond accordingly. Questions received after 31 July 2012 are not guaranteed to be answered prior to the solicitation closing date. The services associated with the Performance Work Statement (PWS) will be performed in locations specified in the PWS. Offerors must be actively registered with Central Contractor Registration (CCR) at http://www.ccr.gov in order to be considered for award, unless an exemption of FAR Subpart 4.1102(a) applies. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offers. Proposal Submission, Rating and Evaluation: Submitted proposals shall conform with the proposal format specified in the document G37_Proposal Evaluation Criteria (.pdf) which includes the proposal evaluation criteria. It is preferable that proposals should be submitted in a PDF format and sent via electronic mail or on a readable electronic media disk (i.e. CD, DVD) sent through a nationally recognized mail carrier or courier service. Full hard copies of the proposal will be accepted but must be accompanied with an electronic copy of all files contained within the proposals that can be downloaded into am electronic records management system.
