Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition strategy, and whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 339112 in the North American Industry Classification System (NAICS), and the size standard for such requirements is 500 employees. Background The Indian Health Service (the Federal health program for American Indians and Alaska Natives) has a requirement for standardized equipment kits to support sexual assault examinations at multiple locations. Clinical Case Consultation Software System must allow capture of high resolution color images, video, and other medical information and capture for review. Using real time and store and forward technologies, the system must be capable of transmitting information for remote analysis. System must be completely secure and provide encrypted communications/data transfer for both expert and peer-review interactions and store and forward case consultation. Features of the software must be able to fit a variety of health care facilities to accommodate standalone client software, web client/server software, or network client/server software. The software must have free receive and viewer applications available. • Complete system security and internal password protection and user defined security levels • Embedded image identification that can be automatically removed during expert/peer-review sessions • Support the acquisition of images and documents from scanners • Be able to accept images from a variety of digital cameras • Support digital camera wireless file transfer protocols to accept images wirelessly during an examination and process them into the correct patient folder • Have the ability to share information via a secure file sharing web portal for expert/peer review interactions and store and forward case consultation • Log file documentation, tracks user's actions for chain-of-evidence security and to ensure patient confidentiality • Log file documentation to track all information being sent out and received • Unique site to site encryption key used during communications for added protection • Back-up data to DVD + RW/a portable hard drive/off site location • Have the ability to archive old cases to DVD-RW or other network location removing them from the system • Expert/Peer-review file transfer facilitates professional support up to 50 images • Support customized forms for individual forensic protocol needs • Support customized reports that can include both form data as well as images • Store, annotate, measure, and evaluate images for evidence • Review a single image, compare several images side by side, or in a user defined grid • Easily export both images and other standard document types to a location outside of the software • Easily import both images and other standard document types (PDF, DOC, DOCX, TXT, etc.) Basic Forensic Equipment Kit shall include all items below: Storage Case: Storage cases shall be able to store all hardware listed below except colposcope, LCD monitor, locking storage cart, forensic swab dryer, or compact refrigerator. Offeror shall provide the design of the case with customized foam configuration for hardware with the proposal. Forensic Kits shall include commercial warranties. Anticipated Period of Performance: The anticipated period of performance for this requirement includes one year base period, with two one-year options. Capability statement/information sought: The response to this sources sought notice must demonstrate the Vendor's technical understanding of the requirements. The information package should demonstrate the company's understanding and capability in a concise, logical manner and should not contain superfluous material not directly related to the solicitation. Information Submission Instructions: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single-sided pages including all attachments (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of the notice described above. Tailored capability statements should also include an indication of current certified small business status. This indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address) as well as the eligible small business concern's name, point of contact, address and DUNS number. 2. IHS Point of Contact: All capability statements sent in response to this sources sought notice must be submitted electronically (via email) to Paul Premoe, at paul.premoe@ihs.gov in MS Word or PDF format. Common Cut-Off Date: Electronically submitted tailored capability statements are due no later than 12:00 p.m. EST on Tuesday, July 31, 2012.
