Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12076, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-58 and 59 dated May 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a robotic hotel and stacker on a sole source basis from Beckman Coulter to perform high throughput screening of B-Cell cultures. Item/Description/Quantity: 1) CYTOMAT Microplate Hotel and Workstation Kit (w/Short ALP), #A21753, qty - 1, 2) CYTOMAT Stack, 21 Shelf, #380703, qty-3, 3) CYTOMAT Stack, 7 Shelf, #380701, qty-6, and 4) Installation, #AP040, qty-1. This equipment is to upgrade an existing Beckman Coulter Automated Liquid Handling System located in the lab, which will permit the robot to be unattended to free up staff to perform other task. The equipment must be able to accommodate a variety of sample throughputs in 96-, 384-, and 1536-well formats, have an automated storage system for microplates, Biomek tip boxes, have the storage capacity of 189 shallow well plates with stackers on a carousel, support tip box handling and random access of plates with an access time of less than 30 seconds, and as new tip boxes are need the instrument should be able to return the used tip boxes to the CYTOMAT device and load new tip boxes automatically, and the software should be designed to integrate with the Biomek software and SAMI EX scheduling software. The following factors shall be used to evaluate offers: 1) technical capability to meet the required specifications, 2) assembly and installation, 3) warranty, 4) price, and 5) delivery (60 days after receipt of order). In order to be considered for an award, an Offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
