- Description
- NASA/JSC/White Sands Test Facility (WSTF) has a requirement to renew its lease for Genoa maintenance and software and annual technical support. NASA/JSC/WSTF intends to issue a sole source contract to Alpha Star Corporation for the purchase of the GENOA software. GENOA is a software package designed specifically to analyze complex composite structures. GENOA is an engineering software suite that augments commercial Finite Element Analysis (FEA) packages by providing Progressive Failure Analysis (PFA) capability. The GENOA software is a proprietary computer code available only by lease from Alpha Star Corporation and is the only known supplier of support and upgrades due to copyright protection of electronic media. Therefore, under the statutory authority 10 U.S.C. 2304(c)(1), the Government intends to award a contract to Alpha Star Corporation, the sole-source provider of the above requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Maria S. Parra-Ludwig at maria.s.parra-ludwig@nasa.gov no later than 12:00 p.m. MST on July 23, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
