- Justification and Approval Statement of Objectives •1. This is a combined synopsis/solicitation for commercial items prepared according to the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The purpose of this posting is to inform the public of the government's intent to award a sole-source contract to TransUnion, Inc, PO Box 5000, Crum Lynne, PA 19022 for the archival credit data for the United States. Please see attached Justification and Approval document and Statement of Objectives. •2. The solicitation number is DU205NC-R-12-0008, and the government is issuing the solicitation as a request for proposal (RFP). •3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. •4. This is a sole source requirement, according to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. As stated in (1) above, the government intends to award a sole source contract to TransUnion Inc, PO Box 5000, Crum Lynne PA, 19022. •5. The RFP contains the following contract line items: Item Description 0001 Archival Credit Data Year 1 1001 Archival Credit Data Year 2 2001 Archival Credit Data Year 3 •6. The government will acquire archival credit data. The contractor will provide HUD w ith access to archival credit data for U.S. mortgagors for use in research on an as needed basis in three broad areas: Federal Housing Administration (FHA) Analysis, Affordable Lending Analysis, and Primary and Secondary Mortgage Market Studies. The government will procure the archival credit data services as a Firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The government will place task orders against the IDIQ contract to order archival credit data services. •7. The performance period for the archival credit data services will be for three years. The FOB point will be destination. •8. FAR provision 52.212-1, Instructions to Offerors-Commercial Items, applies to the acquisition. The addendum to the subject provision is (c) The offer agrees to hold the prices in its offer firm for 60 calendar days from the date for receipt of offers. •9. FAR provision 52.212-2, Evaluation-Commercial Items is not applicable to this acquisition. This is a sole source acquisition. TransUnion is the approved sole-source contractor. You must submit a technical proposal (no longer than five pages). Your technical proposal must address how your firm will perform the services according to the Statement of Objectives (SOO) titled Statement of Objectives for Archival Credit Data. The price proposal must be according the services stated in the SOO, and for a period of three years. •10. Offerors are to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -Commercial Items, with their offer. •11. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. •12. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following FAR clauses cited in this clause are applicable to the acquisition: (b)(1), (b)(4), (b)(6), (b)(7), (b)(8), (b)(14), (b)(15)(ii), (b)(18), (b)(23), (b)(26), (b)(28-34), (b)(38), (b)(47), and (c)(6).
