- The 409th CSB/ECC-E (Theater Contracting Center) is synopsizing a commercial requirement for the purchase of three (3) sedans and nine (9) 4x4 SUVs in support of the U.S. Army within Europe. One or more of the items under this acquisition is subject to the World Trade Organization Procurement Agreement and Free Trade Agreements. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, insurance, and other items and services necessary to provide, inspect, and deliver all of the required vehicles. The contractor shall comply with Federal Acquisition Regulation (FAR) 52.228-3, Defense Base Act Insurance. The contract will have firm-fixed-price contract line item numbers (CLINs). Delivery of all of the vehicles shall be FOB destination to SHAPE, Belgium. A specific delivery date will be identified in the solicitation. This acquisition is being procured as a full and open competition basis using Federal Acquisition Regulation Parts 12 and 15. The anticipated award date will be stated in the soliciation. Specific requirement details will be included in the Request for Proposal (RFP) number W564KV-12-T-0097 to be issued on or about 6 August 2012 and anticipated to close on or about 29 August 2012. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database. Only contractors who are registered and have an active account in the Central Contractor Registration (CCR) may be awarded a contract as a result of the solicitation, and all invoices and payments will be made using the WAWF system at https://wawf.eb.mil.
