Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ-IL-12-00008 Solicitation number RFQIL1200008 is being issued as a Request for Quotations (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. All responses from responsible small businesses will be fully considered. Set-aside Status The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price purchase order under Federal Acquisition Regulation (FAR) 13. This solicitation is full and open and not set aside for small business. Based on the market research performed it is not anticipated that at least two small businesses manufacture or distribute the solicited items. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing and the business size standard 500 employees. Requirement Description and Items This request is for ultraviolet nitrate analyzers for use aboard Research Vessel Lake Guardian and small boat use in tributaries and wetlands (http://www.epa.gov/glnpo/monitoring/guard/equipment.html). The ultraviolet nitrate analyzer must meet the following minimum requirements: 1.Equipment must be capable of operating under conditions found on the Lake Guardian (http://www.epa.gov/glnpo/monitoring/guard/ship.html) 2.Calculate nitrate from the algorithm as specified in Johnson and Coletti 2002 3.Have the ability to perform a temperature and conductivity correction on the calculated nitrate value in post-processing 4.Calculate nitrate using and on-board processor 5.Output and calibrated nitrate value via the analog data telemetry interface (0 ? 4.906 VDC and 4 ? 20 mA) 6.Accept input power from 8-18 VDC 7.Have a power consumption of 7.5W 8.Have the ability to integrate into the Sea-Bird CTD platforms 9.Measure the UV spectrum from 190 ? 370 nm 10.Have an accuracy of ?0.028 mg/L (?2?M) or ? 10% of reading whichever is greater 11.Have a detection range of 0.007 to 28 mg/L-N (0.5 to 2000 ?M) 12.Have an optional external attachable wiper for biofouling mitigation 13.Must be compatible with both Windows 7/XP/Vista and Mac OS X 14.Provide the raw UV spectral data output to user 15.Submersible to depths greater than 300 meters ItemQuantityPrice Ultraviolet Nitrate Analyzer2 EA Cables2 EA Case2 EA Shipping/DeliverySHIP Please include an estimated period of shipping after-receipt-of-order (ARO).
