- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Background: 5th Signal Command (5SC) has recently moved towards a Multi-Protocol Label Switching (MPLS) IP core comprised of Juniper equipment. This equipment forms the core distribution of all network traffic in the theater to include the Non-Secure and Secure Internet Protocol Router Networks (NIPRNET/SI PRNET) for the Army. It allows United States Army Europe (USAREUR) users and its tenant organizations access to the Theater Army Processing Centers (APCs), VoiP/voice systems and Defense Information System Agency's (DISA) NIPRNET/SIPRNET for data transmissions in and out of the European theater; 5th Signal Command as part of a theater transport upgrade has recently migrated its Network to this new optical transport network. This network implementation of operated Juniper equipment is installed at approximately 16 core network sites. 1.1 This Maintenance Plan describes the maintenance support required for the 5th Signal Command European MPLS systems. The support to be provided under this effort is designed to sustain the MPLS systems providing hardware and software maintenance, software upgrades, and helpdesk telephonic and on-line support. 1.2 The MPLS Systems have been successfully installed, tested and are passing operational traffic, the task of sustaining the network has begun. This task will be supported by maintenance provided by a Contractor, any subcontractors and the equipment vendors. The components of this support, including hardware repair, depot repair, firm-ware upgrades, software upgrades, telephonic and online technical support, and required on-site technical support, must be provided by the Contractor and are described in this Maintenance Plan. 2.0 Scope. The contractor shall provide Maintenance support for a period of performance of 9 months after date of award. The Contractor shall provide software and hardware maintenance, software upgrades, and help desk support. The Contractor will provide maintenance support on all items under this contract/order listed in Attachment 1. The Contractor shall supply all support as requested by the Government. The Government shall notify the Contractor during the period of performance of any item(s) not functioning. The Contractor shall notify the government with the options to repair or replace items as required. The Contractor's shall provide instructions regarding return of item(s) and no item(s) will be accepted for repair or replacement without the written authorization from the government and in accordance with the Contractor's return instructions. 2.1 The contractor shall provide support for the base period of performance beginning 22 August 2012 through 21 May 2013 with four option years: 22 May 2013 through 21 May 2014 22 May 2014 through 21 May 2015 22 May 2015 through 21 May 2016 22 May 2016 through 21 May 2017 2.2 The contractor shall provide support as follows: Troubleshooting and resolution of problems on equipment which will be provided to units telephonically and online by the specified vendor' help desk. Replacement of any equipment hardware listed in Attachment 1 when deemed necessary by the vendor help desk to return unit to an operating posture. The list is not all inclusive and may include up to 10% additional Juniper equipment upon its identification. The contractor shall provide global support to include this additional equipment and the Government will add them to the equipment list. Upgrading all vendor software as needed to correct malfunctions identified by troubleshooting. Providing new software releases as they become available for distribution. 2.3 Juniper Technical Requirements. The contractor shall provide: Troubleshooting and resolution of problems on Juniper MPLS routers and other Juniper equipment which will be provided to units telephonically by the Juniper Help Desk. Telephonic assistance 24 hours a day, 7 days a week. The contractor shall provide a telephone number to the Europe - Theater Network Operations and Security Center (E-TNOSC) who will in turn provide the telephone number to all 5SC units so they may request assistance in troubleshooting, and/or replacement of the Juniper equipment when required. Access to online tools in support of troubleshooting and technical support. The contractor will provided a website address and any required user id and/or password needed for access. Software upgrades and pertinent software documentation updates at no extra cost upon request from the E-TNOSC. 5SC engineers will continuously check the Juniper web site for updates. Like item replacement for any 5th Signal Juniper equipment by the 8X5XNext Business Day (NBD) hardware advance replacement service at no extra cost. No technicians will be dispatched from Juniper to assist with the malfunction. 3.0 Technical Support Contact Information: The Contractor will provide contact information for the vendors of equipment involved in this support contract. For each vendor, telephone and email contact for support on the equipment will be provided along with any necessary customer identification to validate support coverage. Additionally, the Contractor's list of vendor's support websites for self-support, documentation, troubleshooting tips, and update downloads will be provided. 3.1 Contractor service overview quick access sheet Contractor will provide a quick service overview sheet so that the customers can easily identify where support services are to come from by providing the vendor, telephone number, e-mail address and address for each line of support as indicated in the sample Table below. 4.0 DELIVERABLES The contractor shall provide the following: Juniper software upgrades and pertinent software documentation updates to ensure proper network configurations as they become available. These will be verified by 5SC E-TNOSC Engineers upon receipt. Juniper replacement parts with 8X5XNext Business Day (NBD) order with delivery within 10 days delivery service which will be verified and documented by the 5th SC(T) Army Maintenance and Supply Facility - Europe (AMSF-E) production control facility. 5.0 Equipment Serial Numbers Please reference 'Germany-OTN/MPLS Equipment List in Attachment 1, for a list of all equipment installed in the Germany MPLS Juniper Network. This list also includes the necessary information in regard to each piece of equipment. Information for each part includes: part number, part description and serial number. This list consists of parts from the following vendors: JUNIPER The list is not all inclusive and may include up to 10% additional Juniper equipment upon its identification. 6.0 PERFORMANCE EVALUATION The contractor performance under this contract will be evaluated based on the following criteria: Telephonic Technical Assistance: provided 24 hours a day, 7 days week determined based on the records at 5th SC(T) E-TNOSC Control Center. The performance standard is 100%. Customer satisfaction: technical assistance and troubleshooting resulting in resolution of the problem. 5th SC(T) ETNOSC Control Center will validate by monitoring all calls and reporting unsatisfactory results to 5th SC(T) G4 Maintenance Division Contracting Officer's Representative (COR). The performance standard is no more than three customer complaints received during the contract year. Replacement hardware within the 8X5XNBD (Next Business Day) order criteria with-in 10 day delivery 100% of the time. 5th SC(T) AMSF-E Production Controller will validate and report unsatisfactory results to 5th SC(T) G4 Maintenance Division COR. 7.0 SECURITY Faulty equipment that must be sent in for repair or replacement will be wiped of all configurations prior to shipment.
