Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. DESCRIPTION: 1) BUCKHORN LOOKOUT: Work includes removal and replacement of exterior siding, beam replacement, installation of rain cap over an existing beam, installation of new stairs landing including new concrete footings, railing modifications, telephone post replacement, installation of junction box electrical and maintaining the lightning protection system. PROJECT LOCATION: Buckhorn Bally Lookout is located on the Oak Knoll Ranger District of the Klamath National Forest and is approximately 8.2 miles north of Highway 96 up Lumgrey Creek Road (Forest Service Road 48N06 & 47N32). Lumgrey Creek Road is on Highway 96, approximately 12.8 miles west of Interstate 5. CONTRACT TIME: 160 calendar days. 2) BOLIVAR LOOKOUT : Work includes removing an existing concrete pad and ramp, removing and replacing a lower level door, installing new window screens on three separate windows, cleaning and removing foam from the joint between the upper and lower levels and caulking this same joint, removing attached rocks from the exterior of a CMU wall, placing 1-1/2" minus aggregate on the east and north east side of the main structure, pouring a new concrete pad and ramp, installing a metal railing from the bottom of the new concrete ramp to the existing metal railing, relocating an underground propane gas line, painting the existing exterior CMU wall, and filling existing concrete footing voids with pressure grout. PROJECT LOCATION: Bolivar Lookout is located on the Scott River Ranger District of the Klamath National Forest, and is located approximately 7 miles south of the city of Callahan, California. Callahan is located along California State Highway 3 in Scott Valley and approximately 46 miles west southwest of Interstate 5. CONTRACT TIME: 90 calendar days. 3) SLATER BUTTE LOOKOUT: Work includes removing existing and reconstructing interior stairs, deck and bathroom, installing a new stainless steel graspable railing on the exterior stairs leading to the landing and upper level, securing all stairs, railings and landings together, securing deck railings together to form a rigid connection, removing existing flashing from the upper level roofline and installing a continuous strip of flashing in its place, removing and replacing the cross-bracing on the landing columns and removing the lower segment of siding and replacing it with new siding, extending the new siding to the ground level and grouting the connection. LOCATION: Slater Butte Lookout is located on the Happy Camp River Ranger District of the Klamath National Forest, and is located approximately 8.5 miles north (Forest Service Roads 19N01 & 17N48) of Highway 96. Forest Service Road 19N01 intersects Highway 96 at approximately 60 miles west southwest of Interstate 5 and approximately 14.5 miles west of Seiad Valley, California. CONTRACT TIME: 130 calendar days.. PRICE RANGE: The price range is between $100,000 and $250,000 for all lookouts combined. However, multiple awards may be made as a result of this solicitation, which would result in a reduced price range individually. Offerors may propose pricing for one or more line item(s).. CONTRACT TIME: Estimated start work date is September 10, 2012 with a contract time ranging from 90 to 160 calendar days, for each separate lookout, from the effective date of the Notice to Proceed. BONDS: A bid guarantee is required with the offer. Depending on award amount, Performance and Payment Bonds in the amount of 100% of the contact price may be required of the successful contractor within 10 days of award. SITE VISIT: A pre-bid meeting is not planned at this time. However, interested vendors are encouraged to visit the site. Each lookout is staffed and open to the public for viewing. SET-ASIDE: This procurement is 100% set aside for HUBZone certified businesses. NAICS code 237990, with a size standard of $33.5 million average annual receipts. SOLICIATION DOCUMENTS: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about August 8, 2012. RESPONSE TIME: Request for Proposal will be accepted at Northern California Acquisition Service Area, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 4:00 p.m. Pacific Daylight Time on September 5, 2012. Proposals will only be accepted by hard copy; facsimile proposals will not be accepted. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the Internet at http://www.ccr.gov//. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA). Registration is at the following website: http://www.bpn.gov. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past.
