- Description
- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is Federal Acquisition Regulation (FAR) 6.302-1. The Mission & Installation Contracting Command Office - Fort Sam Houston, intends to award a sole source Firm Fixed Priced (FFP) contract, to Online Computer Library Center (OCLC). OCLC has the experience, technical/operational knowledge, and other resources immediately available to execute these mission critical services for the period of performance of 31 Jul 2012 through 30 Jul 2013. Due to the specific nature of the Government's requirement, and OCLC's products' and services' unique ability to meet this requirement, awarding to another contractor at this time would prove detrimental to the best interest of the Government. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by Wednesday, 31 July 2012 at 3:00 p.m. CST. Interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC - Fort Sam Houston will not be responsible for any costs incurred by interested parties in responding to this notice.
