- This is a sole-source synopsis that provides notification of the 30th Contracting Squadron's intent to extend contract FA4610-08-D-0001, Base-wide Appliance Contract, for a period of six months. The period of performance for this extension will be from 01 Oct 2012 through 31 Mar 2013. This extension is needed to satisfy the 30th Space Wing's (30SW) requirement for the lease of commercial-grade washers and dryers, for repair of Government-owned appliances, and for the replacement of Government-owned appliances when needed, until award of the Base-wide Appliance and Repair solicitation FA4610-12-R-0019 can be completed. Not awarding a six-month extension would cause serious injury to the Government. The extension will be performed by the incumbent contractor, City Appliance, 224 N. A Street, Lompoc CA 93436. The current contract was awarded as a competitive small business set-aside on 18 Oct 2007 to City Appliance to provide base-wide appliance services in support of 30SW, Vandenberg AFB, CA. The base-wide appliance contractor provides all management, tools, supplies, equipment, materials, and labor necessary to provide leased commercial-grade washers and dryers, repair of Government-owned appliances, and replacement of Government-owned appliances when needed, in support of the 30th Civil Engineer Squadron (30 CES). The extension will provide for the continuation of uninterrupted services of the Vandenberg AFB operations described above. This six-month extension of services is accomplished pursuant to 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals for the six month extension of the current contract described herein. This notice is only being posted because the extension option under FAR 52.217-8, Option to Extend Services, was not previously evaluated as part of the initial contract award for FA4610-08-D-0001. The rates applicable for this extension period are the current rates specified in the contract, as allowed by FAR 52.217-8. This option to extend services will further allow for the current procurement under FA4610-12-R-0019 to be accomplished and allow for a transition of services to a potential new contractor. City Appliance is the only responsible offeror for exercise of this option to extend services as they are the incumbent on this single award contract and as the Government would experience unacceptable delays in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. Interested parties may, within 15 days of this notice, identify their interest and capability to respond to the requirements specific to exercise of this extension option under FAR 52.217-8. Any interest in the follow-on recompete should be submitted separately in response to independent postings relative to solicitation FA4610-12-R-0019. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this option to extend services. A determination by the Government to exercise the aforementioned option clause and not compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to exercise the option.
