- Under the Authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Sentier Research LLC, on a sole source basis to provide supplemental poverty measure research and assist the Census Bureau in making enhanced datafiles available to the public through the Supplemental Poverty Measure (SPM), as well as creating new alternative poverty estimates. The Census Bureau feels that Sentier Research institutional knowledge, experience, and skills in the subject matter make them the only qualified source to complete the required services. The period of performance for this award will be from date of award through one year. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to lisa.r.safewright@census.gov by 3pm Eastern Time on Monday, August 6, 2012. Questions must also be sent to this email address. No phone calls will be honored. This notice is not to be considered a request for quotations or used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received withing 15 days from the publication of this synopsis, a contract may be issued to Sentier Research LLC, without further notice.
