- Solicitation, Offer and Award Package This is a combined synopsis/solicitation for construction services prepared in accordance with the format in Subpart 12.6 and 15.3 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) GS-07P-12-UA-C-0007. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-59 and are available in full text through Internet access at http://www.acquisition.gov/far. The proposed contract is unrestricted. The U.S. General Services Administration (GSA), Public Buildings Service, Greater Southwest Region announces an opportunity for construction services for the replacement of a complete fire alarm system located at the A. Maceo Smith Federal Building, 525 Griffin Street, Dallas, Texas 75202. The work includes, but is not limited to, remove and replace existing building fire alarm system per the plans and specifications, unless amended by the Statement of Work (SOW). The work will involve installation of a complete and operational networked nodal, analog "intelligent" fire alarm voice evacuation and communication system. This includes all control equipment, remote node panels, power supplies, signal initiating and notification devices, conduit, wire, fittings and all accessories required to provide a complete and operational system. All work will be accomplished in accordance with the Statement of Work, Architectural specifications, plans, and drawings provided by the government. The estimated cost range for all work is between $500,000 and $1,000,000. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238210 with a size standard of $14 Million. All offerors are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award. Evaluation for Award Criteria: The "best value" process will be utilized in this procurement for the evaluation of offers and the selection of the successful Offeror to receive this award. The Government will select the proposal that represents the best value based on the evaluation of Technical Proposal and Price Proposal. Past performance and key personnel qualifications - Project Superintendent and Project Manager on comparable or similar projects will be evaluated. A Bid Bond is required with the submission of proposals. Interested Parties - How to Offer: The combined synopsis solicitation will only be available electronically on FedbizOpps website, www.fbo.gov. The offer due date will be August 24, 2012, no later than 4:00 PM (CDT). The successful offeror will be required to provide Representations and Certifications at www.bpn.gov/orca and be registered in the Central Contractor Registration Database (CCR) at www.ccr.gov. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation cited above can only be obtained by accessing a secured section of the FedbizOpps website. This secured section is designed to safeguard Sensitive-But-Unclassified (SBU) acquisition information. Offerors that desire a hard copy of the A&E plans, specifications, and drawings (CD) will be required to register in CCR to gain access into the FBO secure location, or submit your request in writing (with DUNS number) to the Contracting Officer for verification requirements. Potential offerors must register on the FedbisOpps website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). A pre-proposal conference will be held at 1:00 PM (CDT), Tuesday, August 7, 2012, and notification to the Contracting Officer or proposed attendance will be required. The address for the pre-proposal meeting is: Earle Cabell Federal Building, 1100 Commerce Street, Suite 720, Dallas, TX 75242 The site visit will be held immediately following the pre-proposal conference. All offerers shall gather in the lobby of the Suite 720 to walk across the street to the building where the work will be performed, A. Maceo Smith Federal Building, 525 Griffin Street, Dallas, Texas. This site visit will permit prospective offerors the opportunity to visit the site, measure, field verify and clarify any concerns regarding the RFP. All questions will be submitted to the Contracting Officer in writing and answered in an amendment to the solicitation. No questions will be allowed after close of business on Tuesday, August 14, 2012. Attendance at this pre-proposal conference/site visit is important to ensure the preparation of a competitive and cost effective proposal and to understand the total result desired by the Government. Failure to attend this meeting and site visit may not be used an an excuse for omissions and miscalculations in offers. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation.
