- This is a combined synopsis / solicitation for commercial services and/or supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) requires a contractor for trawl net repairs. NMFS annually provides stock assessment managers and researchers with data concerning the abundance, distribution and health of West Coast Fisheries stocks. Fundamental to the acquisition of this data, are the surveys that provide the foundation of almost all fisheries management. Since 1998, NMFS has exponentially increased its survey capacity by progressively increasing survey durations and geographical locations and currently uses several surveys to cover the entire West Coast of the Continental United States from the Canadian to the Mexican border. NMFS completes approximately 950 tows (trawls) per year to annually index commercially harvested species to set allocation and by-catch limits on harvested and endangered fish species. NMFS conducts these surveys on 4 to 6 chartered commercial fishing vessels, NOAA and University research vessels and has in its stockpile approximately 25 trawl nets. Each trawl net has approximately 1/2 million meshes that need to be maintained through a very dynamic and rigorous field season. NMFS does not have staff or facilities to accommodate the gear maintenance and must contract with a local net repair "loft". Consistency between sampling trawls is paramount to the survey mission. Current sampling trawls have been constructed by a single fabricator and need to be certified prior to deployment NMFS is required to adhere to extremely strict national trawl standardization requirements. NMFS needs a contractor that has experience with national requirements, and our sampling trawls to provide the appropriate equipment in a timely fashion. The likely loss of time could be catastrophic. Technical Specifications The net loft (fabricator) shall have covered open space with winching capabilities to open an 85/104 Aberdeen trawl up to work on. The net loft (fabricator) shall have open covered work space of no less than 60' X 160' (9600 ft2) to open up a net in the net loft. The net loft (fabricator) shall have a minimum of three five ton overhead winches for net stacking and lifting in the net loft. The net loft (fabricator) shall have a minimum of tow five ton capstans for pulling a net open in the net loft. The net loft (fabricator) shall be able to pull up to 10,000 pounds of tension on riblines or like manufacturing capability inside the net loft. The net loft (fabricator) shall have a codend jig and the ability to put 10,000 pounds of tension on it. The net loft (fabricator) shall have additional covered space to cut web of approximately 40' X 60' (2400 ft2). The net loft shall have a swedging machine to fabricated wire rope thimble eyes with swedged ends. The net loft (fabricator) shall have a footrope disk packing machine to compact rubber disks onto wire rope or chain footropes. The net loft (fabricator) shall have a wire rope and mud gear coiling machine capable of coiling 90 feet of 4 inch disk wire rope mud gear. The net loft (fabricator) shall have the ability to fabricate on site knotted and knot-less netting. The net loft (fabricator) shall have a steel fabrication facility on site. The steel fabrication facility shall have the ability to build and paint trawl doors. The net loft (fabricator) shall have a minimum of six forklifts with two having over a twenty thousand pound capacity. The net loft (fabricator) shall have minimum outside clear storage of 100' X 100'. The net loft (fabricator) shall provide covered storage for up to 25 trawl nets.
