- The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Homeland Security Research Center located in Cincinnati, OH has a requirement for the purchase of four (4) Liquified Propane Burners. This is a request for quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20-55. The NAICS codes are 333414, the size standard for this code is 500 employees. All supplies shall be provided to the U.S. EPA National Homeland Security Research Center, located at 68 W Martin Luther King Dr, Cincinnati, OH 45268. The F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in Attachment B Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified in Attachment A Specifications. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Attachment A Required Items and Minimum Performance Specifications RFQ-OH-12-00095 ITEM 1: Equipment Description: Liquified Propane Burners Minimum Specifications ? The following are the minimum specifications of the required Liquified Propane Burners Item 1: Gas Burners Four (4) individual gas burners shall be included with the procurement and shall have the following specifications: 1.Shall have a firing rate of 2.15 Million British Thermal Units (BTU)/hour for each burner. 2.The total number of burners included in the quote shall be four (4). 3.The burners shall be down (vertical) fired burners. 4.The burner tube shall be constructed of silicon carbide and operate at up to 1900 ?F. 5.The burner shall have a spark ignition system. 6.The burner shall have an integrated blower to provide air to the burner. 7.The blower motor configuration shall be determined by discussions with EPA project officer. 8.The gas connection shall be NPT. 9.The burner shall integrate with the flame supervision system. 10.The burners shall have a variable turndown ratio of up to 100:1. 11.Shall be configured to burn liquified propane gas. The burner shall be capable of firing natural gas, liquified propane gas, or butane by changing the orifice. The orifice shall be field changeable. 12.Shall include 20 meters of high temperature ignition wire, rated to 250 ?C. Wire shall be UL listed. Wire shall have a thickness of 18 gauge. 13.The blower shall operate on electrical 208-230/460/3. 14.Shall be of low nitrogen oxide (NOx) design with emissions less than 100 ppm. 15.Shall include the ignition transformer that operates on 120 v/60Hz. 16.Shall include the ignitor. Item 2: Valve Train Two (2) valve trains shall be included with the procurement and shall have the following specifications: 1.The number of valve trains included in this order shall be two (2). 2.Each valve train shall be sized to match a burner as specified in section above, i.e. one 2.15 MM BTU/hr burner. 3.Shall be capable of operating in an outdoor environment. 4.Shall be capable of operating with natural gas, liquified propane gas, or butane. 5.Maximum operating pressure shall be 4.7 psi. 6.Shall operate on 120 volts at 60 Hz. 7.Shall include regulators to reduce gas pressure to operating pressure required for burners. 8.Shall be wired and painted. 9.Shall have dual safety shut off ball valves. 10.Shall have a low pressure gas switch. 11.Shall have a high pressure gas switch. 12.Shall have high and low side pressure gauges. 13.Shall have 1? inlet and outlet connections and be of NPT type. 14.Shall include a drip leg with a strainer. 15.Shall be UL approved. 16.Shall have a NEMA 4 enclosure for outdoor environments. 17.Shall integrate with the flame safety and control system. Item 3: Flame Safety and Control System Two (2) flame safety and control systems shall be included with the procurement and shall have the following specifications: 1.Shall be of a flame rod design. 2.Shall integrate with the valve train and burners. 3.Shall have an integrated gas purge after flame failure and prior to start-up. 4.Shall operate on 120 V at 60 Hz. 5.Shall be UL listed. 6.Shall have a 10 second trial for ignition. 7.Shall have an alarm for failure to ignite. Other Components Any other required or suggested components for a vendors system shall be supplied with any quote with an explanation of purpose. Installation and Shakedown No installation is required of these burners. Installation will be provided by the EPA or one of its contractors Attachment B Solicitation Description, Instructions, & Evaluation Criteria RFQ-OH-12-00095 1. Solicitation Description and Instructions This is a competitive request for quotation for Liquified Propane Burners to be used by the U.S. Environmental Protection Agency, Office of Research and Development, National Homeland Security Research Center. Quotes shall be submitted electronically, by emailing quotes by attachment, preferably in PDF format, to plear.garry@epa.gov or by any other means reasonably calculated to reach the contracting office. Email is the preferred method of submission, Facsimile quotations will not be accepted. Offered prices shall include a breakdown of price, by line item, and a total price of all line items combined. Offered price shall include all shipping and delivery fees based on FOB-Destination. Technical Evaluation Criteria The Government will award a purchase order on a best value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical acceptability of the item offered to meet the Government?s requirement, and Offers shall provide technical descriptions with sufficient detail to demonstrate that the items offered meet the minimum requirements in the Performance Specifications (Attachment A)
