F&W MOU Regarding Hydraulic Projects - Addendum J-5 Fire Plan J-4 Wage Determination J-3 Supplemental Specifications J-2 List of Specifications Solicitation FSR 2361210 Road to Trail Conversion This project consists of decommissioning and converting to trail 2.7 miles of forest road. Major items of work include, but are not limited to the following: mobilization; soil erosion and pollution control; dewatering; clearing and grubbing; removal and disposal of all culverts; restoration of a of stream channels; restoration of natural drainages; construction of trail drainages; construction and installation of a specialized culvert or drainage; haul and placement of excavated material; hazard tree removal, scarification of the road prism; construction of 3 to 4-foot wide trail within the decommissioned road prism; installation of a road closure device; and weed-free seeding and mulching. Seed will be Government furnished. This project is located on the Hood Canal Ranger District of the Olympic National Forest, Section 34, Township 23 North, Range 06 West W.M., north of Shelton, Washington. It may be reached by traveling north from Shelton on HWY 101 for approximately 7 miles to Skokomish Valley Road. Turn left onto the SKOK VALLEY ROAD for approximately 5.5 miles, at the y-junction turn right onto the Forest Service Road (FSR) 23 and follow for approximately 14 miles to the junction with FSR 2361. Keep right on FSR 2361 and proceed 1.2 miles to the intersection of FSR 2361200. Turn left onto FSR 2361200. Proceed for 0.7 miles to the project location FSR 2361210 M.P. 0.0. Estimated price range is between $100,000 and $250,000. Performance and Payment Bonds are required. Davis Bacon wage rates apply to this project. Period for performance is 475 calendar days. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) the risk associated with the offeror's; experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. This solicitation will be available on or about July 26, 2012. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
