- Description
- This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This award is made in response to BAA ECBC-11, Topic 7.2 Biotechnology. This R&D effort is to develop, evaluate, and enhance technologies for the detection of both chemical and biological agents, as well as energetic materials. Additionally, efforts will be focused on nontraditional chemical agents including, but not limited to, toxic industrial materials (TIMs) and toxic industrial chemicals (TICs), exploring techniques and concepts in the areas of CB agent detection. The effort will address logistical hurdles simultaneously with efficacy and operational usage. Desirable attributes include ease of use, ruggedness and durability, sensitivity, small space/weight requirements, low power consumption, minimal or nonexistent false positives, no false negatives, readily available spare parts, and low cost.
