Description
The 319th Contracting Flight intends to issue a solicitation for Law Enforcement services at Cavalier Air Force Station (CAFS), ND. The contractor is to furnish all labor, tools, equipment, materials (other than those specified as furnished by the Government), and supervision necessary to perform law enforcement services. Contractor tasks include, but are not limited to, contract management, arming & use of force, base entry control, facility checks, traffic control, managing an effective resource protective program, criminal investigations, emergency services program, contingency posting during increased security threats. The Law Enforcement Operation at CAS consists of 24-hour entry control to the installation and contract management. The installation consists of approximately 180 military (to include dependants), DOD civilian, and contractor personnel. The contractor shall establish law enforcement services to perform as outlined in the Statement of Work and is responsible for performing a variety of duties in the enforcement of laws and the prevention of crimes. The officers must be able to control traffic flow and enforce federal, state, and local traffic regulation and perform a variety of technical and administrative tasks in support of the overall police functions on the installation.The solicitation will result in a firm fixed price requirements contract with a base year and four one-year option periods. The base period of performance will be from 1 Oct 12 through 30 Sep 13. The North American Industry Classification System (NAICS) code is 561612, Security Guards and Patrol Services, and the small business size standard is $18.5M. This acquisition will be solicited as a total small business set-aside. A formal Request for Proposal (RFP) will be issued on or about 24 Jul 12 via Federal Business Opportunities (FBO). Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking FBO to obtain the solicitation and any amendments or other information pertaining to the solicitation; prospective offerors are encouraged to register for notification through FBO. All offerors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) to be eligible for award. Registration requires a DUNS number and may take up to three weeks to process. Instructions are available at the CCR website.
