Description
Justification Document The Maritime Administration intends to negotiate on a sole source basis with IMSSCO Inc., to upgrade previously purchased Protable Foam Applicators and Foam Baldder Jackets. 1) Upgrade approximately ninety-eight(98) PFA-95 units by installing new ration controller knobs and 2) Modify 109 units by reducing the weight of hte nozzle and replacing the Foam Bladder Jackets (FBJ) The primary intended use of the PFA-95 is to permit an individual(s) to attack a small Class Bravo (petroleum) fire immediately with a significant Aqueous Film Forming Foam (AFFF) capacity, in order to either extinguish the fire or to keep the fire under control, until such time as the main firefighting party arrives on-scene. The PFA-95 nozzle is made from bronze (less 15% zinc). The self educting nozzle is designed to self-proportion AFFF with an operating flow of ninety-five (95) Gallons per Minute (GPM) at 95 PSI fire main pressure, which is also the U.S. Coast Guard approved operating rate. It features self-flush and adjustable pattern characteristics. Per SOLAS regulations it is required to operate at a minimum pressure of 36 PSI. The Foam Bladder Jacket (FBJ) is constructed with continuous one piece bladder material made of 24 oz. inter-polymer alloy coated polyester fabric bonded by radio frequency. The bladder covering is constructed from Nomex. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
