Description
Solicitation with proposal instructions and product specifications C.1 Scope of Work The Library of Congress Packard Campus for Audio Visual Conservation has a requirement to purchase up to two (2) laser film recorders for use in its motion picture film preservation laboratory. The laser recorders will be used to create digital film intermediates and other digital film products from 2k, 4k, and HD resolution files, both color and black & white generated within the preservation lab as part of the Library's motion picture preservation program. C.2 Background The Library has occupied a new facility for the conservation of audiovisual materials located in Culpeper, VA. The new facility is state of the art and houses activities that the Library's Motion Picture, Broadcasting and Recorded Sound Division (MBRS) has not been able to perform on this scale, if at all, before now. Included within the new facility is a new motion picture film preservation laboratory. In 2005, work began to prototype a digital film program within the film preservation laboratory, then located on Wright-Patterson AFB near Dayton, Ohio. The focus of that program was the MBRS Division's Paper Print Collection. The program proved in concept the use of scanners to copy paper prints and paved the way for a more ambitious digital film program within the preservation laboratory. This next phase of the digital film program involved the purchase of an Oxberry 4K Cinescan film scanner, which can scan films that would normally be printed using the Oxberry model 1500 optical printer, taking advantage of the wide variety of film gates and transport sprockets that were purchased over the years for that machine. The film preservation laboratory's Paper Print Collection digital pilot program included a 2K resolution film recorder, for printing the images scanned from the paper prints back out to film. This film recorder is only capable of printing to B&W film stocks at a maximum of 2K pixel resolution (2048 pixels by 1536 pixels). With the implementation of a 4K (4096 pixels by 3072 pixels) digital program, a higher resolution and color capable film recorder is required. This procurement will acquire up to two (2) 4K motion picture film recorders and all the associated ancillary equipment necessary to enable 4k film recording in full resolution, both black & white as well as color recording of scanned motion picture film images within the Motion Picture Film Preservation Laboratory. Film recorder specifications & deliverables Film recorders must be laser type film recorders. CRT or LCD based film recorders are not acceptable. Film recorders may be new OR used. If used equipment is proposed, then the vendor must provide written certification that the equipment still operates as specified for a new machine of the type, provide maintenance and service records if requested, and provide information on any known service issues, modifications or improvements made to the equipment. The film recorder must be capable of recording standard 4k files at full 4k resolution (with 2k capable if desired), support for the following film formats and aspect ratios. Optional: support for 16mm film output - specify Price the film recorder as a complete system which includes the film recorder, host computer (with a minimum of 1 gigabit speed network interface), driver software and 2000' film magazines. Options are to be priced separately. For a new machine, a minimum 1 year warranty, parts and labor, on site. Also to include unlimited technical support via telephone and internet. Optional: extended warranty support, years 2-5, priced per year and as a package. For a new machine, a recommended spare parts kit: to replace items normally expected to wear out within the first 2 years of normal operation. For a used machine, indicate what spare parts are provided. Operations and technical specifications manuals - at least 2 printed copies plus PDF's. Proposal will include all preparation, crating, shipping, set-up, and other fees associated with the delivery of the film recorder to the Packard Campus of the Library of Congress, located at 19053 Mt. Pony Road, Culpeper, Virginia 22701. For a new machine, the proposal will include all travel, meals, and other expenses associated with the installation of the film recorder at the Packard Campus, plus no less than 3 days of testing and training for Library of Congress staff. Include 2 follow-up return visits of no less than 2 days each to insure proper operation and provide additional training as required. These visits will be mutually scheduled sometime within 3 months of delivery, and again during the contract period of performance. C.3 Period of Performance The Library requires that the film recorder(s) will be delivered to the Packard Campus no later than 6 months after award of contract. If the award is for a new film recorder, then installation and commissioning must be completed no later than 8 months after award of contract.
