Description
The US Naval Research Laboratory (NRL) intends to issue a firm-fixed-price commercial item contract to a single source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 31 August 2012 to DRS Signal Solutions, 700 Quince Orchard Road, Gaithersburg, MD 20878. The delivery period is 26 weeks after receipt of order. The estimated cost is $490,213.00. The prospective contractor shall provide six VME chassis 6U single-slot form factor microwave tuners with an input frequency range of 250 MHz-18.25 GHz and weighing 4 pounds. The tuner provides an intermittent frequency (IF) at 1 GHz with a 500 MHz bandwidth, an auxiliary IF of 160 MHz with 80 MHz of bandwidth, and a narrowband and wideband log video output. Tuner can be installed and controlled via backplane VME, as well as RS-232. The tuner also provides a wideband gain of 15 dB and a narrowband gain of 24 dB, and it has a 1 dB compression point of -10 dBm. (Manufacturer part number is SI-9158 Microwave SIGINT VME64x Tuner.) The tuner must fit into the Aeronix FinderPlus Server/Receiver (FSR). NRL intends to award this requirement as a sole source to DRS Signal Solutions because it is the only provider of the exact commercial-off-the-shelf configuration of the tuner required for use in the Story Finder system. The North American Industry Classification System (NAICS) code for this requirement is 334220 with the size standard of 750 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
