Description
Title - W911QY-12-R-0068 - Systems Engineering (SE) Graduate Certification Program; U.S. Army Natick Soldier Research, Development, and Engineering Center (NSRDEC), Natick, Massachusetts. The Government anticipates that this solicitation, in the form of a Request for Proposal (RFP) under full and open competition, will be available on or about 10 August 2012 from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. The solicitation, specifications, and associated information will be available only from the Federal Business Opportunities website. DESCRIPTION OF WORK: The Contractor will provide all labor, supplies, materials, transportation and supervision necessary to provide a tailored, on-site Systems Engineering (SE) Graduate Certification Program for NSRDEC personnel. For this proposed two-year effort, the contractor must provide three (3), ten-week courses per year with up to four (4) project based learning activities at the undergraduate and graduate level. The contractor must be able to accommodate a minimum of fifteen (15) for the first class, a twelve (12) student minimum for subsequent classes. The Government anticipates a maximum of twenty-three (23) students per class. Additionally, the contractor must be able to provide capstone projects at the graduate and undergraduate level, one of each per year. Each group project must accommodate a minimum of three (3) students and a maximum of five (5) students. The contractor must be able to simulcast, via webinar, classroom lectures for students who are unable to be physically present in the classroom. The contractor must provide textbooks as part of the cost of the course. The certification program must be identical to campus based programs and transferable to engineering and/or business degree fields at the master's level (i.e. upon completion of this certification program, the student must have the option to independently attain a Masters Degree in systems engineering by taking additional courses in the Contractors SE graduate school curriculum). The curriculum must be defense industry-driven and focused on a practical, applications-based approach, equivalent to Government standards taught by Defense Acquisition University (DAU), and emphasize traditional governmental system engineer process Model V business functions. The contractor must be an accredited university providing a certification program that is in alignment with International Council on Systems Engineering (Incose). The Government anticipates awarding a single Firm Fixed Price contract with a two year period of performance. Funds are presently not available for this acquisition. The applicable North American Industry Classification Code (NAICS) for this solicitation is 611430 Professional and Management Development Training and the small business size is $7 Million in average annual receipts. All responsive offers from responsible offerors will be considered. Interested offerors must be registered with Central Contractor Registration (CCR).
