- Request for Quotation Response SF 1449 with detailed Specifications and Provisions The Federal Bureau of Prisons, Federal Correctional Complex, Lompoc, California, intends to make a single award for our Farm Operation, for 410 Tons of Premium Alfalfa Hay (the Specifications detailed on the attached RFQ to this Synopsis/Solicitation : RFQ: RFQP06171200010 with a Closing Date of: 3 August, 2012, 13:00 hrs. PST. This is a combined synopsis and solicitation (RFQ) distributed solely through General Services Administrations Federal Business Opportunities website at www.fedbizopps.gov (Posted September 26, 2012). All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site (Vendors Hotlink at FedBizOpps) to ensure you have the most up-to-date information regarding this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation RFQ. The anticipated date for receipt of quotes is on or about August 3, 2012 NLT 1:00PM. The NAICS code is 111940. All potential offerors are advised that this solicitation includes the clause at FAR 52.406-7, Central Contractor Registration (CCR); and Clause 52.232-33, requiring all contractors doing business with the Federal Government after September 30, 2003, to be registered in the CCR database. Offerors need to include their DUNS number in their offers. The website for registration is www.ccr.gov. Faith-Base and Community-Based Organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible. Security of Personal Data Clause: The work to be performed under this contract requires the exchange of personal data between the contractor and the Bureau. The contractor, by acceptance of or performance on this contract, certifies that it has a security policy in place which contains procedures to promptly notify any individual whose personal information was, or is reasonably believed to have been, lost or acquired by an unauthorized person (subject to the exception below). In any case in which the data that was lost or improperly acquired originated with the Bureau, was acquired or managed for the Bureau, or reflects sensitive law enforcement or national security interest in the data, the contractor shall notify the Bureau contracting officer so that the Bureau may determine whether notification would impede a law enforcement investigation or jeopardize national security. In such cases, the contractor shall not notify the individual(s) until it receives further instruction from the Bureau. 52.204-9  Personal Identity Verification of Contractor Personnel. As prescribed in 4.1301, insert the following clause: (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall insert this clause in all subcontracts when the subcontractor is required to have physical access to a federally-controlled facility or access to a Federal information system. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. The Federal Bureau of Prisons, Federal Correctional Complex, Lompoc, California intends to award a firm-fixed price contract to a responsible business entity for the provision of the aforementioned Alfalfa Hay. The Specifications: 1. No less than 54% T.D.N. on 90% DM. 2. No less than 27% +/- 0.5% A.D.F. on 100% DM. 3. Prebud or early bud, low fiber with soft stems. 4. Very good lead attachment. 5. Free of grasses/weeds. No noxious weeds. 6. Free of any foreign matter; well cured. 7. Very high energy and protein content. 8. Must provide hay analysis with bid. 9. Deliver to FCC Lompoc Dairy. 10. Pricing shall be Destination pricing (inclusive of any or all shipping charges).
