Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9114F-12-T-0038 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 March 2011. Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 611430. The Europe Regional Contracting Office has a requirement for a 3 day "Healing Nurse-to-Nurse Hostility and Creating Healthy Relationships" Symposium. The vendor must show compliance with the requirements in the solicitation by submitting a written quote which describes: Line Item 1- Symposium Speaker shall, at a minimum: The Quoter shall be a graduate of a Masters degree from an accredited school of nursing (National League of Nursing). A copy of the college transcript or Diploma will be submitted. The Quoter shall possess and maintain a current, active, valid, unrestricted license as Registered Nurse in at least one U.S. state, District of Columbia, Commonwealth, territory or jurisdiction. All licenses shall be unencumbered and remain in effect during employment. The Quoter shall have experience as a subject matter expert and/or author on creating healthy relationships and healing nurse-to-nurse hostility and effective communication between physicians and nurses. Line Item 2- Contractor Manpower Reporting Report detailing actual labor hours, dollars, and other information directly into the Army system, using existing timekeeping, personnel, and accounting systems. Factor II - Price. Quoters shall submit quotes for CLINS 0001 - 0002. (d) Submission of offers. Submit your offers no later than 07 Aug 2012 at 1000 hours, Central European Time. The Government will use the quoter's sent date and time, referenced on the e-mail submission, as receipt confirmation. The Quoters shall submit only one quote that represents its best technical approach and price to meet the requirements as stated in the solicitation. (f) The Quoter is reminded that the Government reserves the right to award this contract based on the initial proposal, as received, without discussions. All prospective quoters shall submit technical documents supporting their qualifications to perform the tasks of a Symposium speaker. These shall include resumes, certificates, and curriculum vitae. ADDENDUM TO FAR 52.212-2 The Government will award a Purchase Order resulting from this Request for Quotation (RFQ) to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Award will be made on the basis of the Lowest Price, Technically Acceptable (LPTA) quote. All quotes will be evaluated and considered for contract award. To be considered for award, all technical subfactors must be rated Acceptable. If any technical subfactor is rated Unacceptable, the quoter will not be considered for award. The following factors shall be used to evaluate quotes: EVALUATION STANDARDS. The Government will use the following standards for a final rating: ACCEPTABLE: A quote that clearly satisfies all of the Government's requirements with respect to the instructor's Masters' Degree, experience, certification, and required abilities to teach the training course. UNACCEPTABLE: A quote that fails to satisfy one or more of the Government's requirements with respect to the instructor's Masters' Degree, experience, certification, and required abilities to teach the training course. FACTOR 2: PRICE. Price will be evaluated for reasonableness based on anticipated adequate price competition. Price will not be rated. The Government will evaluate quotes for award purposes. Once the technical factor is rated as acceptable, award will be made to the technically acceptable quoter with the lowest price. (b) A written notice of award or acceptance of the quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote, (or part of the quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (c) The word "quoter" shall be substituted for the word "offeror" wherever it appears in FAR 52.212-3, Alternate I and DFARS 252.212-7000. SPECIAL NOTE: All vendors must be registered in the Central Contractor Registration (CCR) prior to award, and lack of registration shall make an offer ineligible for award.
