- On a SOLE-SOURCE basis, the U.S. Department of Transportation (USDOT), Office of the Secretary, Departmental Office of Civil Rights (DOCR), plans to acquire, on a SOLE-SOURCE basis, from MicroPact Engineering, Inc., two Dell servers (PowerEdge R710 and the PowerEdge R410), and installation support and custom configuration support services at MicroPact's data center to better manage existing information management systems critical to DOCR. The two servers, PowerEdge R710 and PowerEdge R410, are high-end, 11 th generation servers offered by Dell. They have the necessary hardware to handle heavy duty virtualization and allow for a scalable environment at the MicroPact data center. DOCR is modernizing its infrastructure and the software running on it, and these servers are a critical component of that process. DOCR customers and other users of the systems that run on this infrastructure require this scalability, and administrators and system stewards require the ability to create virtualized environments rapidly and with the necessary support from MicroPact. These servers are essential to meet DOCR's high-level needs and the very high quality standard that is required. In addition to the Dell servers, DOCR intends to procure installation and configuration support services, on a SOLE-SOURCE basis, from MicroPact. Specifically, MicroPact will install and configure the Dell servers for use in their private data center in order to support three critical DOCR information management systems currently running at that site. In conducting due diligence, the DOCR explored several other providers that offered similar services, but no other provider offered comprehensive custom configuration services to the degree that MicroPact offers. As the owner and operator of the data center, MicroPact is uniquely qualified to perform this work, with the needed Dell servers, at the very high level of quality indispensable to DOT and to DOCR. MicroPact has provided hardware installation and configuration support services to the DOCR for the last five years and is very familiar with USDOT requirements. Under the circumstances, the DOCR believes that the intended awardees, Dell and MicroPact, are the only entities capable of meeting----at the very high level of quality indispensable to DOT and to DOCR----the unique hardware procurement, installation and configuration needs of the DOCR and providing the necessary support for successful implementation. Nevertheless, any organization which believes that it can provide the high-level hardware, installation support, and custom configuration support services required to implement the upgrading of DOCR hardware at the MicroPact data center in support of critical DOCR systems---- at the very high level of quality indispensable to DOT and to DOCR-----may, not later than 11:59 PM Eastern Daylight Time August 12, 2012, e-mail, to Noe.Hatchuel@dot.gov and to james.mowery@dot.gov and to Robert.Miller@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
