Proposed Request for Information Blunt Impact Protective External Shell Contracting Office Address Army Contracting Command - Aberdeen Proving Ground ACC-APG Aberdeen Proving Ground,, 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005 Description U.S. Army Program Executive Office Soldier, Project Manager Soldier Equipment (PM SEQ), 10170 Beach Road, Bldg 325, Fort Belvoir VA 22060 is submitting a Request for Information (RFI). The purpose of this RFI is to conduct research to identify existing and potential products for improving the blunt impact protection of the Advanced Combat Helmet (ACH). Of particular interest are systems and proposals for systems that attach to the exterior of the ACH to provide an increased effective standoff. Such a system may be capable of being attached and detached in the field, providing users the ability to scale blunt impact protection according to their operational requirements. The system should provide increased blunt impact protection, reducing peak impact g's to 150 or less at impact speeds of 17.3ft/s or greater in accordance with testing described in AR/PD 10-02 and DOT FMVSS 218. Such a system may provide enhanced blunt impact protection over the standard ACH protection for one or more impacts. The system would ideally be fire resistant or constructed of materials that can be modified to have an enhanced fire resistance. Additionally, the system's visual or spectral properties should be suitable for integration with the Soldier's camouflage. The system should be lightweight and not significantly increase the head-borne burden of the Soldier. Existing and proposed systems should be submitted with a report detailing the design or proposed design, specifications, and materials used as well as an overview of the vendor's prior experience with the design and manufacture of personal protective equipment and manufacturing/prototyping capabilities. The report should detail how the system will meet the requested performance specifications and include mathematical calculations based on prior experimental data to support claimed system performance. Systems that do not meet the desired performance characteristics described above are still of great interest and submission is encouraged. All submissions for products and engineering services that include all of the above will be considered.
