- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote Number FA8307-12-Q-1100 is being issued as a Request for Quote (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 05-58. This procurement is being solicited on an unrestricted basis. The associated North American Industrial Classification Standard (NAICS) Code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, which has a small business size standard of 500 employees. The AFLCMC/HNCK intends to award a Firm Fixed Price Purchase Order to procure PXI-6552 Digital Waveform Generator/Analyzer (manufacturer: National Instrument) as a brand name requirement. This requirement will be accomplished using other than full and open competition procedures for commercial items. A brand name justification has been submitted and approved for this requirement. The following items are requested: 1) Description: PXI-6552 Digital Waveform Generator/Analyzer (P/N: 778539-03) - Qty: 4 each 2) Shipping/Handling costs Quotes shall be inclusive of pricing necessary for the labeling and reporting of a unique item identifier for the modules listed in this requirement. The right to make no award is reserved in the event it is advantageous for the government to do so. The following provisions and clauses are applicable to this acquisition: FAR Clause 52.212-1 Instructions to Offerors - Commercial Items (Feb 2012) FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: lowest priced quote deemed technically acceptable, ie., item for which the price is quoted is the brand named item. FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items (Apr 2012) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete paragraphs (c) through (o) of this provision and provide a copy of their representations and certifications with their quote.
