Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The Program Support Center on behalf of the Administration for Children and intends to negotiate and award a contract on a sole source, noncompetitive basis. This award will go to Tibco Software, Inc. for a software renewal for Cyberfusion licenses. Cyberfusion, an electronic file transfer tool, has been providing a reliable and secure protocol that complies with FIPS 140-2 encryption, for ACF systems to receive file transfers from the fifty states, territories and the District of Columbia. This file transfer tool supports the exchange of large files across all major platforms while ensuring the integrity and security of all transferred data. With built-in automation and integration functionalities, it easily manages all transfers throughout the organization. CyberFusion is a system that provides secure file transfer across a LAN, a WAN, and the Internet. It offers encryption and security, reliability and guaranteed delivery, management and automation, audit and control. It offers cost-saving migration from competitor products such as Connect: Direct which is supported with useful tools. It may be used as part of a VPN, ERP, EAI, or ETL software solution for secure file transfers as well as in disaster recovery; data archive, and backup and restore operations. To ensure that data-recovery retention requirements, including security controls, are integrated into the organization's enterprise architecture and system development life cycle processes. In addition to providing secure file transfers Cyberfusion features offer much more than basic secure FTP (SFTP) or Secure Shell (SSH). Due to SSA's migration to Cyberfusion Integration Suite® that impacts data file transfers from states, territories and the District of Columbia to ACF systems, ACF requires this product that provides the compatibility and most beneficial solution both costs and resources to all partners involved. Scope HHS/ACF's organization's goal is to implement a secure electronic file transfer solution that meets or exceeds its needs as well as the needs of its clients and partners and it compliant with FISMA standards. Objectives To continue to provide the high level support for ACF systems electronic file transfers without sacrificing the integrity of the data or the trust of our clients and partners. Tasks • To support consistent, secure non-interrupted, file transfers to and from ACF systems to its clients. • To achieve successful and secure file transfers within the federal government through the use of Cyberfusion managed file transfers. • To provide compatibility across major platforms throughout ACF's systems and clients. • To provide extensive auditing, reporting and monitoring of activity. The Period of Performance is Base Period: August 19, 2012 - August 18, 2013 Option Year 1: August 19, 2013 - August 18, 2014 Option Year 2: August 19, 2014 - August 18, 2015 The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
