Description

PRE-SOLICITATION NOTICE The Department of Veterans Affairs, Program Contracting Activity Central (VA-PCAC), 6150 Oak Tree Blvd., Suite 300, Independence, Ohio, 44131 anticipates soliciting offers and subsequently awarding a firm, fixed-price contract for the construction of the selected Energy Conservation Measures (ECMs) at the Bath VA Medical Center, located at 76 Veterans Avenue, Bath, NY 14810. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work shall include the following ECMs. 1.Building Automation System (BAS) Retrofit and Upgrades Energy Controls Center Improvements 2.Lighting Upgrades 3.Steam Distribution (Steam Traps and Insulation) 4.Electric Motor Energy Efficiency Improvements This solicitation for design-bid-build construction services will be issued as an "Invitation For Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The IFB will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). In order for a company to be considered for award, the company must be registered in the Vendor Information Portal (VIP) Database as CVE (Center for Veterans Enterprise) certified at the time of award. Bids from other than SDVOSB firms will not be accepted. The applicable NAICS code is 236220 with a size standard of $33.5 million. The solicitation will be issued on or about August 10, 2012 and bids will be due on or about September 10, 2012 at 1:00PM (EDT), at 6150 Oak Tree Blvd., Suite 300, Independence, Ohio, 44131. The period of performance shall be 365 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. The point of contact is Don Marsh who can be reached by email at donald.marsh2@va.gov. The VA-PCAC reserves the right to use only FBO, via the internet, to provide notification of any amendments to this IFB.
