Description
This is a Request for Information (RFI). There is currently no solicitation package available. The Naval Surface Warfare Center, Corona Division is requesting information, comments, and questions regarding interest in a commercial or modified commercial High Voltage Divider solution that is capable of calibrating DC power supplies, insulation test sets, hipot testers, electrostatic voltmeters and other similar equipment in Navy inventory. The High Voltage Divider is intended to be used by Navy personnel in shipboard and shore-based calibration laboratories and will be required to conform to CLASS 3 requirements as referenced in MIL-PRF-28800 and as listed below. Equipment will also be subjected to operational conditions aboard both military and commercial land, sea, and air vehicles during periods of operation, transportation, and storage. A government approved technical manual that incorporates illustrated drawings, assembly diagrams, recommended parts replacement, maintenance and appropriate safety warnings will be required. The Navy interest for this Voltage Divider represents an overall fleet modernization to replace an existing item which is now obsolete. Improvements for the modernization include the use of direct measurements without requiring the use of correction factors. The standard being replaced also did not require the use of correction factors. Test requirements will be invoked for any proposed modified commercial instruments to ensure government specifications are met. Note: This is not intended to be a full developmental project. Commercial and modified commercial proposals are anticipated. Any future contracts would require the manufacturer to bear the full cost risks until pre-production testing has been completed and approved by the government. The preferred candidate will meet the specific performance requirements listed in paragraph 3.11 below. A unit that may require some modification is also of interest to the Navy. Other additional requirements are attached.
