Description
The Internal Revenue Service (IRS), intends to enter into a sole sources contract with Innovative Decisions, Inc, Vienna, VA, for consultant services on analytical and technical issues with respect to Statistical Model and Algorithm maintenance. This contract is intended to maintain the integrated statistical workforce and workload models developed under the Dynamic People Strategy portion of the Workforce of Tomorrow initiative. The contractor shall maintain statistical functions and algorithms used to produce a full supply and demand strategic workforce planning capability using the results of these models. Scope of Work: Contractor support to ensure appropriate mathematical and statistical expertise is applied to maintain multiple stastical and econometric models and their linking algorithms. The contractor shall provide consultive services and subject matter expertise to effectively address issues that arise as the workforce planning capability is deployed throughout the service. Description of Sub-tasks, skills and effort: The contractor shall review methodology and output from the existing models to test for proper functionality and develop a strategy for maintaining data output from the models. This shall include, but not be limited to: Servicewide Attrition models, Servicewide migration models, and Potential and Actual Workload Forecast models for IRS Business Operating Divisions. The contractor shall maintain statistical functions and algorithms to align the existing models into a comprehensive workforce supply and workload demand model. This comprehensive model will include user input options for the purpose of scenario planning. This comprehensive model will return mathematical and statistical solutions to these scenarios via the integration of the workforce (attrition and migration) and workload (BOD workload forecast) sub-models. This synopsis is 100% set-a-side for small business. If no responses are received this action will be awarded to Innovative Decisions.
