This is a market survey for the Training Services Support Division's Student Shuttle Service Contract. The market survey should identify providers capable of transporting large numbers of students between the student's place of lodging and the Mike Monroney Aeronautical Center (MMAC). Market survey responses are for informational purposes only. This is not a screening information request or a request for proposals. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any market survey costs are at the vendor's expense. The nature of the competition has not been determined yet. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged Small Business Administration's (SBA) certified 8(a) companies. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified services. This market survey should also determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 485113, Bus and Other Motor Vehicle Transit Systems, with a size standard of $14 million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. Overview -The FAA Academy is seeking interested sources that are capable of providing transportation between the student's place of temporary lodging and to various stops on the MMAC Campus. This transportation service must be available to students attending classes for day and evening shifts on all class days. With approximately 22,000 resident students each year, this transportation option must serve a wide variety of students from across the FAA and International community. There are approximately 1,100 riders per day requiring transportation. Routes, stops, and schedules are always subject to change. With that being said, there are currently five shuttle routes with the following stops and distances: Route 1: 10 stops, 11 miles round trip Route 2: 1 stop, 24 miles round trip Route 3: 5 stops, 32 miles round trip Route 4: 2 stops, 20 miles round trip (2 shuttles required for this stop) Route 5: 9 stops, 22 miles round trip There are currently 26 Separate shuttle stops at different hotels/apartments throughout the Oklahoma City metro area. More specific requirements are outlined in the attached Statement of Work (SOW) administrative functions. The FAA Academy may also identify requirements for other impromptu transportation requirements, i.e. tour groups on campus, transportation for dignitaries, etc. Interested sources should provide evidence of qualifications/capabilities available to provide this type of transportation service specifically addressing each activity/requirement outlined in the Capabilities Statement below: Capabilities Statement 1.Describe your capabilities and/or plan to provide the tasks and services in the SOW including: a.contract management b.transportation vehicles (describe fleet) c.meeting driver requirements d.reporting/data requirements 2.Describe how you will provide shuttle service to accommodate the FAA Academy's student population 3.Describe your experience managing a transportation contract 4.Describe your experience managing a driver workforce 5.Describe your experience adhering to strict schedules and timelines as well as flexibility in responding to inclement weather situations 6.Describe your quality control plan (i.e. how you will address driver complaints, etc.) 7.Describe your contract implementation plan 8.Provide references of past performance and experience during the previous five years in transportation services similar in size, scope, and complexity.
