AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R12PS49072 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 532412 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-07-31 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. Rental Period: 08/21/2012 - 09/20/2012. To be considered equal the compactor shall have the following: 84 inch single drum. *Operating Weight: minimum 20 tons. *Operating Speed: Minimum 2 miles per hour (mph). *Drum Width: Minimum 7 feet. *Vibratory Frequency Range: 1,600 - 2,000 vibrations per minute (vpm). *Include intelligent compaction (IC) which includes: (a) IC rollers shall be self propelled single-drum vibratory rollers equipped with accelerometers mounted in or about the drum to measure the interactions between the rollers and compacted materials in order to evaluate the applied compaction effort. (b) The outpur from the roller is designated as the Intelligent Compaction Measurement Value (IC-MV) which represents the stiffness of the materials based on the vibration of the roller drums and the resulting response from the underlying materials. (c) The IC rollers shall include an integrated on-board documentation system that is capable of dispaying real-time color-coded maps of IC measurement values including the stiffness response values, location of the roller, number of roller passes, machine settings, together with the speed, frequency and amplitude of roller drums. The display unit shall be capable of transferring the data by means of a USB port. (d) Roller mounted GPS radio and receiver units shall be mounted on each IC roller. GPS radio and receivers are required to monitor the location and track the number of passes of the rollers., 31, Days; LI 010, Mobilization and De-Mobilization of compactor. 08/21/2012 and 09/20/2012, respectively., 2, Jobs; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All equipment shall have no more than 3,000 hours on the meter and shall be in excellent working condition. All equipment shall have enclosed cabs with working heat and air conditioning. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. See attached: Solicitation Clauses and Provisions. Vendors shall complete applicable prvisions and attach. All equipment shall be delivered to and picked up from Mormon Island, Folsom, California. The Dozer, Water Wagon, and Compactor shall be onsite ready to use on 08/21/2012. The Excavator and both Rock Trucks shall be onsite ready to use on 08/28/2012. If the equipment becomes non-operative, the contractor shall immediately send a mechanic to make any necessary repairs at no cost to the Government. Repairs shall be accomplished within 24 hours. If repair is not possible, then the equipment shall be replaced within 24 hours after the contractor is notified by the Government of the breakdown. All rental charges shall be halted until the repairs are completed and the equipment has been returned to excellent operational condition or an acceptable replacement has been received. The Government shall not be charged for normal wear and tear to the equipment. The rental periods are estimates only and are subject to change.
