- Description
- This is a pre-solicitation notice for the construction acquisition Repair Melrose Range Access Road at Cannon AFB, New Mexico. Type of resultant contract is a Firm Fixed Price (FFP) contract. The estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. The resultant contract will be awarded to a single offeror who provides the Government with the best value, using Performance Price Tradeoff (PPT) process in accordance with AFFARS 5315, and Mandatory Procedure (MP) 5315.305, paragraphs 5.5.2 and 5.6.2.1., and Informational Guide (IG) 5315.101-1, with evaluation factors to be included in the RFP consisting of: Technical Acceptability, Past Performance, and the price proposal. Solicitation number FA4855-12-R-0034 is being issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 15 August 2012. The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. Contractor MUST be registered in the Central Contractor Registration database along with having completed Online Representations and Certifications in ORCA or his/her proposal will not be considered. Further information on Central Contractor Registration and ORCA both can now be found at the following web site https://www.sam.gov/portal/public/SAM/. This acquisition has been set aside 100% for Small Business Firms, all others will be deemed non responsive. The North American Industry Classification System (NAICS) code is 237310, and the small business size standard is $33.5 Million. NO PARTIAL PROPOSALS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in proposals. Direct all questions to Mr. Richard Morris via email richard.morris@cannon.af.mil.
