Description
Bureau of Land Management (BLM) - Arizona has a requirement to repair erosion damage to the repository cap at the Saginaw Hill Mine Site. A mine waste repository was completed at the Saginaw Hill Site in August 2009. The mine wastes held in the repository contain hazardous metals including lead and arsenic. The repository includes a two acre earthen cap. The cap shows poor vegetation growth as a result of erosion with rills forming in the cover material. Rills up to two feet deep have developed in the cover material. The cap is a multilayer earthen cap comprised of a compacted clay layer with a geotextile layer overlain with more clay and includes a cover system comprised of fill material and topsoil. A layer of orange construction site fencing was placed on the surface of the upper clay layer to act as an erosion indicator. The erosion rills have cut the topsoil and fill layers but have not reached the upper clay layer. The toe of the repository cap is protected by riprap. Approximately 150 yards of cover material has eroded and approximately 50 yards of riprap has eroded. This Work will repair the erosion damage by filling the voids caused by erosion with topsoil, surface preparation for and seeding the entire two (2) acres and replacing the riprap along the toe of the repository cap. Incidental work includes repairing cuts in the 4- strand, barbed-wire fence that the Contractor must make in order to access the cap. The Saginaw Hill Site is located on the north side of W Valencia Road opposite the Casino Del Sol casino in Tucson, AZ. This project is anticipated to range between $25,000 to $150,000 in value. In accordance with FAR 28.102-1, a 100% Payment Bond is required for contracts greater than $30,000 prior to issuance of Notice to Proceed. The North American Industrial Classification Code is 238990. The small business standard is $14 million. This procurement will be awarded using the FAR Part 13 - Simplified Acquisition Procedures. This is 100% set-aside for small business. Offers will be accepted from all responsive and responsible small business concerns. The Solicitation is tentatively scheduled to be available on or around August 15, 2012 at https://www.fedconnect.net/FedConnect. No hard copies of the solicitation will be issued. The receipt of quotes is tentatively scheduled for September 12, 2012. Please check the solicitation for all required documentation to be submitted. Prospective contractors are required to be registered in Central Contractor Registration (CCR).
