- Contracting Office Address General Services Administration, Public Buildings Service (PBS), Office of Project Delivery (WPC), 7th and D Streets, S.W., Room 2021, Washington, DC, 20407 Description The General Services Administration (GSA), National Capital Region, Washington, DC intends to issue a Request For Proposal (RFP) for a negotiated Construction Contract for the Potomac Annex Building 1 Construction Renovation Project, located at 2300 E. Street, NW, Washington, DC 20372. A single Firm-Fixed Price Contract may be awarded. The estimated construction renovation cost is between $8 and $12 million and time of performance for construction is twelve (12) calendar months; with a six (6) week administrative period for security processing and badging prior to construction, making the Building 1 renovation project duration a total of approximately fourteen (14) calendar months. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Source Selection procedures in accordance with FAR 15.3. Project Description This Building 1 construction renovation project at the Potomac Annex (POTAX) Complex will provide permanent swing space to support the Main Department of State (DOS) Harry S Truman Federal Building. The major services to be procured are construction renovation. The Potomac Annex Complex is located directly across 23rd Street, West and adjacent to the Main Department of State (DOS) HST Federal Building, Washington, DC. It spans an area of 6.85 acres, contains 5 buildings (buildings 1 thru 5) and will provide approximately 100,000 gross ft2 of renovated space of which 55,000 ft2 will be usable for permanent and temporary DOS SWING SPACE occupants. This Building 1 Construction Renovation Project will renovate 1 of the 5 POTAX Buildings. Building 1 will provide permanent SWING SPACE and its renovation will include utility trenching/ductbank, total hazmat abatement, selective demolition, architectural, mechanical/electrical, security, telecommunications systems, fire/life safety (sprinkler and fire alarm) systems, structural and elevator work. There are three (3) POTAX residential houses located within the 6.85 acre POTAX Complex that will remain occupied throughout the duration of this Project. There are also three (3) Federal Buildings located west of and adjacent to the 6.85 acre POTAX Complex that will remain occupied throughout the duration of this Project. The Institute of Peace facility is located directly south of the Potomac Annex campus. Unencumbered access around the campus will be required throughout the duration of the POTAX project for occupants and visitors of the residential houses, federal buildings and the Institute of Peace located on the campus. Each individual of the General Contractor's field staff, and any subcontractor's support staff that will be on-site longer than one (1) day who have any connection with this work will be required to obtain a Government security clearance prior to commencing work. This negotiated solicitation will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms, which currently have active, properly staffed offices within the continental United States (including subcontractors). The Request For Proposal will be issued electronically on or about August 15, 2012 on the Internet at: http://www.fedbizopps.gov. All qualified responsible firms are encouraged to participate in this procurement. Small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses.
