Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Artium Technologies, Inc., of Los Altos Hills, CA for an upgrade of an existing 1-D Artium Laser Doppler Anemometer (LDA ) System for the Sensor Science Division (SSD) of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The mission of the Sensor Science Division is to develop and provide national measurement standards and services to advance physical science and technology in optical radiation, temperature, pressure, vacuum, flow, and related physical phenomena. NIST's Sensor Science Division currently owns and utilizes an existing 1-D Artium Laser Doppler Anemometer (LDA) System. NIST intends to upgrade the existing LDA system from one dimension to two dimension. The upgrade allows for better uncertainty for boundary layer measurements in the current Greenhouse Project Stack Simulator. Artium is the sole manufacturer, distributor, and sole authorized instrument technician to complete the upgrade. Artium has proprietary technology which has been incorporated into the laser doppler systems and includes the design, software and advanced electronics of the existing system. Artium does not license their proprietary technology to any other company or persons, therefore, only Artium is capable of providing the upgrade of the existing 1-D Artium Laser Doppler Anemometer (LDA) System. No other companies The North American Industry Classification System (NAICS) code for this acquisition 334515, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 15, 2012 will be considered by the Government.
