Description

The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with PFC Energy for PFC Energy Subscription Services. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are access to leading energy experts for solid fundamental analyses and data across the energy market, particularly with fossil fuels. PFC Energy Subscription Services has been focused exclusively on the energy sector for 27 years with a large proprietary knowledge base of models, databases and other analytical material that covers all phases of the value chain and the assets and activities of key countries and companies. Those exclusive models, databases, and analytical materials meet the Department's requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
